There's a bunch out there. I've used SumRando in the past when I needed something quick as it gives you 1GB of data for free before needing to pay. When I need something more, I use Private Internet Access, but that is not free.
Oh okay, well I'm able to use it to do anything that's blocked on the university's network like with peer-to-peer gaming and all. So if that's all you're trying to do then it works fine.
I have used a free one for a little bit just to try it out. The program was called SumRando I think and it allows 1Gb of data per month for free.

I lost so many ranked games coz of this bug, then I finally found a fix. Whenever I couldnt reconnect to the game I used an proxy software called SumRando and then only I could reconnect. Hope Hirez fix this... Those Spl games are hard to watch :(

As others have said, its hit or miss from what I've read. I'm currently in Korea temporarily and I ran into the issue when I first got here. When you open the launcher, it wouldn't even get to the login page, it would just pop-up with an error. Using a VPN helps with this - you don't actually need keeep the VPN on to play, you just need to get to the 'PLAY' button after you login, once that button displays, you can disconnect from the VPN and it will work fine.
I ended up finding the VPN SumRando which has worked perfectly for me - it has a free 1GB montly service, which is more than you'll ever need for just logging in. Additionally, they have a smartphone app that you can use because the SE Authenticator will not sync either, so I have to use the VPN on my phone as well.
It's a bit of a pain, but only takes about 5 minutes or so to get in, then my ping is great.
