Use a reputable utility that detects and categorizes add-ons to scan your device. A sneaky thing some adware does is to remain silent for a few days to a few weeks from installation. This serves to disguise which app brought this garbage into your device, thus keeping you from removing it.

Install the app addons detector and run a scan to see if popupuireceiver is an addon used by another app. That may be your culprit
That's 100% an issue with one of your installed third-party applications. Why would Google promote some random third-party app via such an intrusive ad built into the system?
Testing in Safe Mode is a great, low-impact way to confirm that a problem is with an installed application. It doesn't erase your data but just temporarily disables the apps you've installed.
You could also try an app like Addons Detector to identify which of your installed apps are using less-than-reputable advertising networks. I bet that would help to identify the culprit. Be sure to report back once you find the bad app.

Settings>security>device administrators. Settings>apps> see what's not familiar and if it lets you uninstall then great. Failing that look at this at to check: https://play.google.com/store/apps/details?id=com.denper.addonsdetector, I've had it for years. Clear Chrome's data: settings>apps>chrome>storage>clear. You shouldn't use chrome, it's spyware in itself. Consult r/degoogle and r/fossdroid

If it is unable to find anything, and you're also unable to find anything - you might want to reset your device.
If you're talking about apps you haven't developed yourself, you can use Addons Detector to scan your installed apps.
For your own apps, you can run ./gradlew app:dependencies
to print out the dependency tree.
Same gmail signed in on the device? They both yours? Same apps? Tasker? Other automation software? Try putting one into safe mode when you go to bed and see if it happens on that device while in safe mode.
What have you done so far so I can make sure to cut that out of my troubleshooting steps. I love a good bug hunt when my brain wants to cooperate.
Edit: Have you scanned your phones with an addons/push ad scanner?
Edit2: Here's an app I've used a bunch to scan people's phones when I use to do this shit for a living. It'll show you all the apps that push ads and crap to your phone (same thing that the comment about the last used in Google play comment was getting at if I understood them right).
Love the last used feature. For future references for people searching and finding this post and cannot find the app via that way, you can go into the recent app/switch window screen when the ad is present and try pressing and holding on the ad/window to see if there's an app info option that pops up (also in notification bar if it pops up there).
Another tool you can use is Addon's Detector. First, let me say I really hate the interface of this application, but it just works and is usually fairly simple to walk people through over the phone if needed. Just install, launch, hit scan then addons. Should show you the bastard app that is giving you popups, notifications/push ads using the various push methods, and so forth.
My recent scans removed a couple of "Umeng Ad" too. I used "Addons Detector" app, did a scan and discovered my app oBike was the one carrying the ad.

Interesting. There's a few diff methods to push ads to the phone, for example look at the first user reply here that lists a few diff methods (not all creates a notification tho) other than AirPush. With that said, I'd recommend the following:
Press and hold on the push notification until a screen pops up it'll tell you at the top what app that notification is from. (On kitkat [iirc] it'd open a button that says "app info" that you can select).
Another app you can use instead of airpush (as that only detects apps using that method) is addons detector. Simply download, install, open it, hit scan, choose whether you want to upload to add to their list of known apps with ads or disable that. Then choose addons from the menu (only avail after initial scan), change drop down to advertising. You'll see any app that has any kind of advertising and what advertising method they're using. (That app also has a handful of other features but honestly I just install and use it when locating ads, just the interface is a bit clunky so I start with airpush).

this app shows you which apps on your phone can push notifications. that might help you narrow it down. it can also monitor the notifications & tell you what app is pushing them.
Did some research. The problem you have is not Airpush. It's another ads provider associated with tpc.re. It's a new one, so no app recognizes it... One person mentioned he was able to detect the 'culprit' using the Addons Detector
What I read so far is the only app which show you such ads is the one I mentioned before.
Some are saying that you can simply download the opt out app (the screenshot you sent me) and it's done.
I took a look into the app. It doesn't require any permission. I opened it on my phone, so everything seems fine.

There are tons of shitty apps out there that come loaded with ad network software, constantly run in the foreground/background collecting data about you, and generally screw up the phone experience.
