I haven't tried it, but Adobe released a free video editor for Android last week. The initial reviews seem good, if you haven't already tried it.

Check out Adobe Premiere Clip. I'm not sure if you have to pay for anything as I have a CC subscription and haven't bothered to make a new account.

I don't edit too much on my phone as I just do that on a desktop, but I've used Clip a couple of times and it's been adequate.
So basicly, you want a camera app that records constantly, and when the button is pressed the video starts at a pre-set time before the button is pressed. The problem I see in this, is that it would take up alot of space on your phone.
Cutting the video is probably better, I use: https://play.google.com/store/apps/details?id=com.adobe.premiereclip for this exact purpose. Works pretty well.
Good luck with your search!
You could try Adobe Premier Clip https://play.google.com/store/apps/details?id=com.adobe.premiereclip
Also ditch file commander, it's shit. Solid Explorer is the way to go https://play.google.com/store/apps/details?id=pl.solidexplorer2
You could also try asking in r/AndroidQuestions about recovering files, but as has been said I think most file recovery apps need root.
Both are free to install and try. Try both and see which one you like the best.
Since there was 3 requests for this.
Get Premier Clip for mobile:
I've used that famous Jessica Biel clip with Adam Sandler from Now Pronounce You Chuck And Larry. Because Adam Sandler's face interrupts twice. Basically the clip above gets rid of his face creating a seemless view of Jessica Biel.
Remember iOS has it's limitation of file types (MP4 preferred)
I primarily use a PC with Adobe Premier Pro and Sony Vegas.
I've tried a bunch of video editing apps. Adobe Premiere Clip is my favorite. Plenty of control while being nice to use on a touchscreen.

This is the first I've heard of it, so thanks for sharing! Weirdly though, the app didn't show up when I searched for it, and also wasn't there when I went to Adobe's dev page where it listed all their apps. For anyone else having trouble finding it, here's the link: https://play.google.com/store/apps/details?id=com.adobe.premiereclip
Adobe Clip - automatically creates videos from your photos and video files timed to music. Also let's you manually edit the video. Gallery selection tool can be a little hit and miss but hopefully gets more robust.
Dropsync - uploads/downloads/mirrors local files with Dropbox. I use it to upload all photos and videos, including those that I auto transfer via eyefi from my Sony camera. I like that it can upload and then delete, keeping large video files off my phone. Also use it to keep a Word.doc file local copy in sync across all Dropbox devices.
Easy Voice Recorder Pro - lives up to its name
Flic - use it to control flic buttons to perform actions on your phone. I have some in the car to control music, make phone calls, select playlists, navigate etc
Metal - best Facebook app alternative I've found. Responsive and has notifications
RealCalc - replica of my high school calculator, so I feel right at home
Send Reduced - set desired jpeg size and quality and anytime you want to email smaller sized photos just share to this app first and it auto converts before asking you where to share to next
Shortcuts for Waze - fills in missing Waze feature. Create home screen shortcuts to preset destinations. Then open to have Waze actually navigate to them without it first asking you to pick from a search results list
Tapet - I've finally found my favourite wallpaper app ever! Auto generates beautiful wallpaper using changing criteria and your own preferences, all looking very material like to my eyes.

Some Chromebooks can run Android apps, if so you could potentially use Premier Clips
Adobe recently launched Adobe Premiere Clip. I haven't tried it personally.
You can give Adobe Premiere Clip a try. It should do all that.
Try using this one. I think it will be quite to your liking. I use this one and Filmorago
