It's a weather app but the live wallpaper does what you want. It will show clouds and the weather of the sky. I haven't noticed any interactive rain yet, and it doesn't snow in Florida. But it changes with the weather and with the time of day, and seems to give moon phases as well (haven't tracked to see if it moves across the sky correctly or not).
As another user stated, Forest live wallpaper is good. I just wish there was that wallpaper with other backgrounds besides just the forest. I loved the wallpaper a couple of years ago, but it grew stale on me.
Everything else to me just seems dated or looks "off".
I use this as my Live wallpaper. It's really nice having the weather as my wallpaper in conjunction with the weather on the front screen. :)
I really like YoWindow Weather's live wallpaper. Very nice cartoon-style animations, the colors of the landscapes change per season, the app is very nicely designed, and the developer listens to user requests.

Here it Is It's actually a wallpaper from the app I use to get the weather widget it's a live wallpaper that updates to match the weather outside. It's cool and when you select little days on the widget it changes time of day and weather to match. The boats in the background sail around and the snow and lighting effects are cool also. I find that it doesn't murder battery life either but I work a desk job and have a battery mod so I don't run into battery life issues very often.

For a live, material/cartoon wall, get YoWindow or Forest. For photographic, still pictures, get Smart Weather or Smart Wallpaper (you'll have to supply your own photos for that last one. If you are even more willing to manually customize things, I'd say get KLWP to make your own or use the komponents you can install for it.

Are you asking for a whole list of what people use? Or just about weather?
I don't use much of weather apps. My country has quite a stable and predictable weather, usually: In summer it's very hot, in winter we have rain sometimes.
But, I had "YoWindow" as a live wallpaper (shows the current weather in a nice animation) :)
Also, I have Google that sometimes shows me a notification of the weather. I usually ignore it though, because in most cases, the rule is "yesterday's weather is similar to today's".
If you ask about more apps, I can write, but I have too many. Some are even of my own apps (here and here). But most are of others, of course, and many are very well known anyway, such as Nova Launcher
