For those interested enough to wonder, but not interested enough to Google the app: App Store and Google Play.
These sorts of apps have been widely used in Hong Kong.
For those interested in how this works, it connects through bluetooth and can hop through others' phones. Useful for keeping in contact with friends if you get a tiny bit separated, and useful as a normal messaging app if it reaches critical mass. Here's Bridgefy's Play blurb:

This may be a useful tool as well. Bluetooth mesh comms no cellular needed. The more people that have it the better it works.

Look into a Bluetooth mesh messaging app like Bridgefy. If cell service is cut this can still work but the more people that have the app the better.

There used to be an app called FireChat that did this (wireless mesh networking, without Internet access), but it has been discontinued for a couple of years. You can try Bridgefy instead.
Allows you to message people when you have no data via wifi and bluetooth. Haven't tried it yet but will try it when I go on vacation next week.

These apps it'd seemed works for messaging over Bluetooth (low energy).
Please check if Ukraine's own IT may have similar apps which could be more secure.
Otherwise, maybe bridgefy may be a substitute.
Bluetooth is a short distance radio comms (a little similar to wifi but different), but would likely work without internet.
These apps works over short distances like 5-30 meters max.
But may come handy in situations.
I'd guess it may be good to test them ahead with a circle of contacts.
