Have you played the Android port of C:DDA? Controls take some getting used to and some things are easier to do on PC but once you get used to the controls, it's just as good as playing on PC.
Also, I've heard that ToME is going to have an Android port as well.
im currently loving caves. lots of new features for an old school genre. as for choices, you can dig through walls and skip past enemies and stuff. theres also death rewards, but hardcore players might like to avoid that. the game is very hard IMO.

Caves. It's free with ads, you can pay to remove ads, and that's it. Even if you don't pay to remove ads they're pretty minimal; most are outright blocked if you have Blokada or another adblocker running.

Better than Pixel Dungeon & Friends. While permadeath is a bit fuzzy. You lose levels/items but keep skills and Currency. There is an optional Hunger system, and playing at a higher difficulty increases rewards.
Easy to learn, fun to master. Also unforgiving at times.
Caves is absolutely RIGHT up your alley. It has to be one of the best roguelikes on Android. The gameplay itself has a lot of depth, combining traditional roguelike elements with a mix of both sci fi and medieval weaponry, abilities and combat.
I'm addicted to it at this point and would wholeheartedly recommend it.

I prefer Caves to Pixel Dungeon, actually.
Like PD, Caves has a repeating set of levels (six right now, including the underground levels), but there's a lot more variability in Caves. You can also customise your character in more ways, such as via the different armors. Finally, the game is open-ended, and let's you slowly invest in better resources between missions.

Plenty of replaybaility. You do use the whole screen, but it's not real-time so if your phone isn't too big you have time to shift around a bit.
Beyond DungeonMans and Rogue Empire, which are both great, I’d suggest Caves. It’s on mobile.

I prefer Caves, actually.
I'll concede the bosses aren't as unique and interesting as in PD, but Caves makes up for that by having lots of mini-bosses scattered around, each which require the right strategy to defeat. Food & hunger is also optional, which is one of my biggest annoyances with PD.
Overall, Caves has a more boring layout (every level is just a big square), but has much deeper mechanics than PD. There's more ways to do things and much more to discover. It's also got a leveling system for various perks and features that's permanent between sessions.

It's not completely roguelike (because some things are permanent after death) but the atmosphere and the difficult are really good.
I'd like to give a shout-out to a lesser known but amazing free indie roguelike game on Android that has a similar mechanic. It's called Caves.
You start out at a home base, from where you can enter a cavernous world that you slowly uncover and explore, fight enemies and loot in.
You get a chance to teleport to your home base for every other second level (each level is relatively huge, and usually takes a good amount of time to clear along with hidden areas.)
My description doesn't give the game proper justice, it's a lot more than that and really draws you in. The dev have a better description of it on the link page that leads to the game's play store page.

Try a turn based rogue like with minimal ads and 0 in app purchases, called CavesRL on the play store. I have put way too many hours into it. That and soul knight, and maybe pixel dungeon (or any of its many mods)

I'd encourage you to focus less on genre definitions, rather just look at specific games and how they play.
You're asking for a turn-based procedural/random game, either without permadeath or with an upgrade system that lasts between individual playthroughs.
This is kinda what FTL and Convoy offer in their unlocks. Once you finish the game with certain conditions met, or achieve certain things in the game, you unlock more vehicle types and starting loadouts. Convoy in particular has a bunch of really difficult unlocks, some only 2% of players have got (see Steam Achievement counters).
The best game I know which meets your criteria almost exactly is Caves on Android. You collect green gems and coins while playing, which you spend in your "base" before every mission. Some buffs are permanent, some affect only the current game, and you can unlock more weapons and armor and items to buy as you play through. Rarely you get to return to your base mid-game. It's still hard as balls and very grindy (at least for me) but it is fun.
Keep in mind that most people aren't interested in the exact sort of gameplay you're after. The whole thing with a roguelike is that you improve as time goes on, both by figuring out how the game works and by adapting your play style depending on what any individual playthrough throws at you. The game already gets easier the more you play because your own personal skill is improving. Unless the game is structured to be essentially unbeatable without gradually obtaining most powerups (eg: Rogue Legacy) then having some non-permadeath or powerful recoverable character buffs would nerf the game very quickly and ruin all replayability.
