The Cell 411 App may be useful to a community watch group.
"Cell 411 is a De-centralized, micro-social platform that allows users to issue emergency alerts, and respond to alerts issued by their friends. Cell 411 is ideal for use by activists, neighborhood watches, students, friends and other groups of people willing to organize themselves independently in order to manage and respond to emergencies. Once you and your friends download and install the app, you can create small, independent and customized cells of users to send out alerts in case of medical emergencies, police emergencies and other potential emergency situations, all in an instant. Whether your car breaks down or you are engaged in activism and need urgent help from friends, you can issue alerts with your exact GPS coordinates where your friends can get the distance and directions to your locations."

Stitched together screenshots of what I see and how it comes out when I click on it.
Hard to see what it really does when links are borken and I can't look at the actual app because I don't use iOS products for many reasons to include their price. I pointed this issue out to you in one of your previous postings about this app.
You should really only be asking for honest reviews so you can work on improving the software and its contents. Going around and asking for five-star reviews just makes you look bad and there are platforms out there that will boot you over it, cough Amazon cough. I'm actually surprised your PR advisor did not point this out to you and if they did advise you on making a statement like that, well you might need to find a better advisor.
I understand using every angle out there to promote your stuff but you need to be aware those diversity PR programs can easily work against you as they will try to sucker you into partisan politics around civil rights issues. Remember civil rights apply to everyone equally, even those who you don't agree with. That is something you should keep in mind with your social media commentary on certain political topics. It doesn't look good when you are cheering on internet censorship.
For your last part I have some qualms with your buisness common sense. It would make common business since to making your product availible to the largest possible market first when catering to a niche consumer base. At least Swift has been updated to support Android to some extent so porting over shouldn't be too much of a headache.
As for making this a profitable business venture to get investors, you are going to be in for a hard awakening. Something like this is not going to be something you will get investors into easily without turning it into some sort of social media platform or utility software that has a premium feature like Streamlabs. You are also going to be competing with the likes of Cell 411, Mobile Justice, Oh Crap App, and PoliceAbuse.com Eye Witness. I would recommend giving those other apps a good look over and see where you can match if not improve upon.
As for app software I currently use for recording police, I still use Streamlabs in conjuction of third party support web applications. If you really want to have a leg up in this software for recording government officials/law enforcement and get me to switch:
Simultanius device recording and livestreaming that can buffer and send video data after the recording has ended when the stream is stopped. This was one of the great uses of the Bambuser app that is no longer in service.
Optional GPS embedding data for all your movements while recording. This was one of the advantages of Bambuser where you could have your livestream movement be recorded on their site allowing you to have a decent record of where you were at in case cops try to pull something. It also needs to be optional for those who don't want to have something that invasive for security reasons.
Intergrated multi-streaming options to multiple platforms or the ability to direct your livestream to an RTMP server of your choice. Your current pro-censorship tweets all ready make you un-trustworthy to store treamed footage.
Some sort of option to intergrate chat for livestreaming or at least allow for the a widget system like Streamlabs app has where you can plug-in your own chat overlay system through HTML.
Keep in mind, I've done past in depth write ups about this stuff.
Already exists, and is quite great by the way: Cell 411
