Check out Curated, an app that lists only the genuinely good games on the Play store (those submitted by users and accepted by the developer). You can search by genre/art style, and it also allows you to filter out apps that cost money, include microtransactions, require an internet connection, etc.
Unfortunately it seems like the author has stopped adding new games, but there's still a sizable list of decent games on there.

If you're looking for some decent games, I started a small project a while back that might help with that. I basically spent a couple of months hand-picking the best games, and then categorising them to make it easy to find something that interests you.

At the risk of self-promotion, I would say try Curated and then Filter > Conditions > Offline. Then you'll be able to see all games that don't require internet to play (for at least single-player functionality). There's about 160 games and ~40 different tags, so you should be able to find something that interests you!
Not related, but i highly recommend you an app named - Curated. It hand picks only quality games the playstore offers, filtering out all the f2p and IAP infested crApps.

Try the Curated app. It was made by someone on reddit in /r/AndroidGaming. Here's the launch announcement.
If you find good stuff, you can recommend it gets added. It basically is a storefront that links through to Google Play when you want to go download it. There are about 150 games on there, and they have to be either free, have "tolerable" IAP, or have a small upfront cost that unlocks all.
I have found several good games on there that I knew nothing about.
You can have a look at Curated, i've used it previously and found some good things on it.
At the end of the day you have a small screen so you can't see much, you haven't got much room to display information and next to no room for controls.
Not to mention there isn't any physical feedback from the screen so 'traditional' games will suffer from terrible feeling controls.
It's just an unfortunate truth that 'serious' games are not practical on such devices, it's why the ones that do well usually have very simplistic gameplay(if only that were true, it's a store packed with free to play trash and those who are advertising currently, both google and apple need to deal with this, there isn't even a "newly added" section)

It's been tried a hundred times. I've taken a stab at it myself more than once. The majority of the content in the Slant link voted to the top of this post was almost all created by yours truly. It is exactly what OP asked for in this 260+ upvoted post, and yet no one here or anywhere else hardly ever contributes. Same goes for any endeavor in this area, just ask the dev of Curated how far user contributions and support went for them.
Everyone here wants to bitch and moan about how there are no good games and that they are difficult to find, but no one puts their money where their mouth is and actually helps to make it better by purchasing premium games or supporting the sites that catalog them. Someone needs to do all the work for them, and then, maybe then, they will come around and give your shit a glance before they go away forever.
It's a lost cause because no one actually wants to pay for good games on Android. Period. Making a list of them isn't going to do anything if people aren't actually interested in visiting your list. It's a great idea until you actually put it into motion, then you will see there isn't a viewership big enough to support it, especially if you think crowdsourcing is the answer.
(I say all this as someone who hates IAPs and loot boxes. If there is a way to solve this issue I am all ears, but so far no one has been able to make something like this work.)

Its just some devs side project, but it does a decent job of surfacing games.
I don't know anything about the trademark side of things, but from an app store side of things, be careful of how you name the app, and what screenshots you use, if you want to include it on Google Play. Things like "Settles of Catan Scoreboard" will get you removed from Google Play, but "Scoreboard for Settlers of Catan" are fine. As for the screenshots, you can't have things like artwork for the game in them*(See the description for Curated)*.
Bit late to the party, but I recently built an app to help people discover awesome little-known games on Android:
It's called Curated. Everything is hand-picked and tagged e.g. 8-bit, RPG, Multiplayer. So hopefully it should be pretty easy to find something you're interested in.
Well there have been some attempts at this sort of thing, Curated for example. But honestly, I think it's a Sisyphean task. There's just too much economic incentive for people to shit up the market with low quality shovelware, and not enough profit in picking through it.

I'm working on a project at the moment that somewhat does what you're asking: Curated
Essentially I'm taking the best games on the Play Store (not Candy Crush or crap like that) and allowing people to easily search through them.
Writing a good description helps, as does a nice video. After that.. I don't know. You could contact the guy that does Curated. And I suppose social media, maybe find some popular android focused Youtubers and ask them to give your game a try.

"Curated" used to be a good app that allowed you to filter results according to many criterias. If you know of good sources of data, a similar app could be quickly made.
Damn play store still forcing you to filter using creatively worded queries rather than add actual filters...
Then why not avoid searching for games on the actual play store/ios store yourself and use a curated list to look for them? Curated is pretty fucking good at filtering crap stuff.

Try the Curated app. It's the Google Play marketplace with the bullshit filtered out.
They exist, you just have to know where to look. If you have an android phone, get Curated, as the name implies it's a curated list of worthwhile mobile games, many without microtransactions.

I took this from an app I made called Curated.
You can filter for specific games your looking for. In this case I filtered for games tagged 'Strategy' and 'Offline'. You can also show only free games, or games without IAP. Whatever floats your boat!

Your best bet is probably Curated. There aren't a lot of games listed, but they're hand-picked so it's quality over quantity.
