Just called File Manager. You can enable root access in its settings too.
If you don't have CyanogenMod, you can use this to get the file manager app. It's very simplistic. No ads or "scanner" bullshit.
I couldn't find the apks, but there's Cyan Apps (for Android 5.0+) to download the ones you want. CM Apps from the same dev is for older Android versions.

You need to be more specific. There are multiple variants of Cyanogen apps. Try looking here.
I use the one that comes with CyanogenMod. You can use this to get it.
