Since you don't get Priority/DnD in KitKat your best bet is to go with a 3rd party option. Do Not Disturb is one of the better ones. You'd have to upgrade to the paid version to get contacts exceptions, but it works well.
Correct link = Do Not Disturb
Allows you to set a schedule for your phone to DND. Ad-hoc DND. Follow your calendar DND. Allow some SMS/calls to go through. This made owning an Android phone possible for me.
Also, BeyondPod, a podcatcher, which is the best I've seen for Android - and I've seen a half dozen before finding this one. Worth every cent!
Is definitely in night mode when this happens? And you've definitely added the exceptions to the night mode, not the day mode?
And just to confirm, which exact Do Not Disturb app are you using? This one
I use Do Not Disturb on my phone. It's a silencing app, but it has a lot of amazing features that I can't live without anymore. I originally got it because it seemed like an easy way to quickly silence my phone during a movie--I always struggled with remembering to take it off silent afterwards and missing calls/emails. From the app or widget, you can just tap to add 5min/10min/60min/etc to the silence timer and afterwards it will restore your settings.
But even better, you can set up a schedule. It was great for overnight DND mode before it became standard in Android but it also will pull from any "busy" appointment in your calendar and automatically silence your phone during it. It's amazing to be able to walk into my university classes every day and not have to worry about my phone going off, because it's already silenced for me.
You can try 3rd party apps. I've heard this app is good, but haven't tried it myself since I'm still on OPO. https://play.google.com/store/apps/details?id=com.cabooze.buzzoff Edit: fixed grammar.
I've used Do Not Disturb (I upgraded to premium) with great success for years.

Has calendar based silence, priority notifications support etc.
I use Silence Premium on my One Plus 2, and it even has experimental support for my physical alert slider.

All these apps need to be in the status bar in some manner I think. Silence is the least obtrusive I've seen.
I was strongly considering a pebble. Now that I have the Do Not Disturb app, I might be able to make without. I like the pebble, I just hate wearing watches.
wow that is a major bummer. it seems like this is a note 4 issue (at least). i found a forum containing complaints about the exact same thing, link here. near the end of the thread, people say this app served their purposes very well. i would love if you would update me/us, especially if you try out that app. also, is this really solely related to pushbullet? or is this all apps/notifications/texts/etc? i'm just curious if you have tested it with other stuff, or is this only an issue with pushbullet.
This will let you set hours that your phone will be vibrate only, no vibrate, or sound and/or vibrate. https://play.google.com/store/apps/details?id=com.cabooze.buzzoff&hl=en_US
Even better! Do Not Disturb, offers multiple schedules, can follow my work calender, can have a single-use timed silence.
My mother tried this tactic. She'd even insist I call here when I got home after visiting them.
Turn. Off. The. Electronics. Unless you absolutely need them on for some reason, turn them off when you go on vacation. You can plead poor reception if necessary. some devices allow for a "Do Not Disturb" time frame as well. Explore that option. This will let you use things like GPS without taking calls or texts.
Android:
iOS:
Another tactic that I found works well is to go on vacations where there really IS poor reception, or where the roaming charges justify turning off the device.
This is one of those boundary issues you need to step up and address if you want to break free. Yo need to set boundaries and enforce them, just like you do with a toddler.
I use "Do Not Disturb", custom schedule, white/blacklist functionality, much easier to use than tasker:
