if youre using this app https://play.google.com/store/apps/details?id=com.incorporateapps.fakegps_route&hl=en&gl=US it registers the cooldowns based on when you jumped location. this means that if you didnt trigger cooldowns in the game before that you could still play in pier 39. you could try spinning a stop to know if youre really on cooldown(i do that all the time)

I get zero GPS signal in my apartment, so closest workaround I have for location unlock is to use a Tasker WiFi profile to send an Android intent to Fake GPS Location Spoofer.
