This runs on the same emulator base as the VBA-M core of Retroarch. I'd agree with Raptir1. I had a phone with your specs and My Boy! was the only one that ran full speed for me. There's a free and paid version, so you can use the free one to test the performance.
Not sure, but the best gba emu on Android is gba.emu (and it does look like that). Here is the paid version on play.
However, it is an opensource app, so someone also uploaded a free version. However, the free one is quite a bit older (and I have yet to find a way to compile the app myself, I wanted the linux x64 version :( )
Nope, I just use the default settings of SNES 9EX+. I think there's not a version without the plus sign.

Here in Brasil, it costs 25 BRL, roughly 5 USD.
Also you can try the app Lemuroid, which is free and multi platform.
Classic Boy can be an alternative, but I guess it will not run SNES Roms, but will run Genesis and GBA Roms.
Multisnes16 is aimed for multiplayer purposes, but it's singleplayer mode is ok. You'll have to config the controllers' settings, though.
I bought explusalpha GBA.Emu and never regretted it. The UI is kinda old but works with external controllers, audio and graphics are working fine with good options like filters.
DeSmuMe doesn't, but that's only for Windows.
Tho, I've not had any issue with GBA EMU on the Shield either.
I think someone has possibly mistaken 'red-lined' signal distortion for static.. adjust your audio settings/device volume.
GBA.emu has the ability to do that. You'd need to set your controller to gamepad mode first.
You can get a slightly older beta version of GBA.emu from the developer's web site if you don't want to pay for it.
My Boy! is significantly faster than GBA.emu though.
There's emulators for phones, for the early pokemon games you can use GBA.emu
Okay, hope I'm not too late here. I've been meaning to reply to this but was too busy the past day to do so. Anyway, here are some open-source Android GB/GBC/GBA emulators (there's more if you want PC too)
Both the GBA.emu and GBC.emu emulators are on GitHub
RetroArch uses the Gambatte core for GB/C emulation and VBA-M for GBA, which is on GitHub of course.
ClassicBoy uses the VBA-M emulator for GB/C games GPSP for GBA, and the code is on their website
Nostalgia.GBC will provide source code on request
GBCoid's code is on SourceForge. Also GameBoid's code is on SourceForge (Not sure if this guy's changes will work better).
Plutoboy is an emulator which you could run on Android through PPSSPP. That is it's a GBC emulator for PSP, therefore you need to run the PPSSPP emulator to run your GBC emulator.
Those are all the ones I know of, for your project, and I hate to recommend this, but I think the GBCoid/Gameboid emulators will be the easiest to work with/start from.

Well it depends, i bought mine in México for 3,000.00Mxn -> 150.00$ Bucks from a store named Game Planet and i bought some old games from this online page Mercadolibre the mexican variant of E-bay and my Local Videogames Vendor it's like a mall, i found Pokémon Crystal at a very good price there 250.00Mxn -> Like 12.00$ Bucks.
I reccomend you to visit your local Videogames store and find good deals. :) Or if you have a mobile device you can emulate the following: Pokémon Yellow, Red, Blue, Crystal, Silver, Gold, Ruby, Sapphire, Emerald and Red Rescue Team. The emulator i use is this one
