It does exist. It's based on a huge database used for genetic research (www.islendingabok.is). You need a social security number to access it though, and you can only see your own relations.

yep they do. I went to Iceland for exchange, the locals had hilarious stories about their experience using the app.

The marketing as a incest prevention app was probably a joke, but that doesn't change the fact that the app exists and that it was marketed as such.
