Don't know why no one has mentioned yet that there is an MTG game on Android, Magic 2015. Sure it's a couple years old but it's an actual Magic game.
There are duels of the planeswalkers games in Android and iOS, I played a lot of it, so the interface definitely works in a small screen.
Edit: here it is https://play.google.com/store/apps/details?id=com.stainlessgames.D15
Really? I remember the Magic duels of the plainswalker games to be at least half decent, especially when compared to duels. They had a bit more of a sandbox feel to them.
But still, the magic games (especially dotp), i remember were better than most all “TCG’s” on the play store in terms of unlocking cards. Play through the campaign which wasn’t half bad and you’ll have enough coins to build solid decks.

> When Magic 2015 came out for Kindle I bought everything I could. Boosters, decks, etc.
Did you also buy the app itself? If so, it should be in the cloud for you, even if it's no longer available for new users and might not be compatible with new firmware.
If you didn't purchase the actual app, it's possible that it's still available, but was never compatible with Kindle tablets, or that it's no longer maintained.
Edit: It looks like Magic 2015 has "geographic restrictions," likely due to some unresolved licensing issue, but it is available in some countries: https://www.amazon.com/Wizards-of-the-Coast-Magic/dp/B00K25GL7Y
I'm not seeing any geographic restrictions in the Play store, but that may change if you actually try to checkout. https://play.google.com/store/apps/details?id=com.stainlessgames.D15&hl=en
I think in your position MTG Arena would be a good place to start. Unfortunately, it is still in Beta. You could look at some of the Duels of the Planeswalkers games though. There's "Magic Duals" on PC, XBOne and maybe iOS, which has online multiplayer but they've pulled any future support (so don't buy any packs etc).
I would recommend "Magic 2015" which I think you can get on every major platform except PS4 and XBOne. You don't have to pay for boosters or anything in that, and while it does have online multiplayer, you're mostly playing against the AI in random pickup matches or a sort of story mode. It's free on android and probably similarly free on steam or ios or whatever.
EDIT: lots of the google reviews seem to be grumbling about paying for packs in the 2015 game. I certainly never paid for any, so I dunno if they've just changed the monetisation completely since I played, or whether these guys are just very impatient!
Well if you want to learn for free and don't mind playing on your mobile device/PC I recommend- • Magic 2015 android game https://play.google.com/store/apps/details?id=com.stainlessgames.D15&hl=en I started magic with this game. It has 1 campaign for free after which you pay $10 for unlocking the game. • Magic duels for PC http://store.steampowered.com/app/316010/ I highly recommend this. It has 6 full campaigns, online battle mode, solo battle mode, and one of the best tutorials for magic. The game is also completely free.
Seconded. Would suggest Magic 2015 (https://play.google.com/store/apps/details?id=com.stainlessgames.D15&hl=en) if on Android, has a pretty detailed tutorial and you should be able to learn most of the basics solely from that.
I learned a lot about the basics by playing against friends and borrowing their decks and also playing Magic Duels (at the time, the 2015 version on android). I agree with the other response that a duel deck would be a great idea if you can find someone else who plays or wants to learn. If you absolutely cannot find another player, you could always play against yourself.
There is a MtG app?
There is Magic Duels and Magic: The Gathering Online as others have already stated. Android version here. You should also try to find your nearest local gaming store (LGS) (store locator here), walk in and ask them to teach you in person (demo the game). Then pop along to one of their casual nights, meet people and learn to play!

Magic 2015 is available on Android https://play.google.com/store/apps/details?id=com.stainlessgames.D15
It was already free to pay on mobile. For example, here is the Android version:

download the app (magic 2015) and go through the tutorials. I just started to play 2 weeks ago today and I'm already winning real matches. If you learn to play this, you and your kid will spend tons of time together.

PTCGO is built exactly like heartstone and magic, it's designed around microtransactions, except they were never implemented to get sales on physical copies, which is honestly really really dumb.
The only reason why you can't buy cards with real money is entirely up to the developer, it would take nothing to change it around for a more mobile based game. Not only it would make the game more profitable but also more fun.
Let me correct that its called magic 2015 here is the link on google play https://play.google.com/store/apps/details?id=com.stainlessgames.D15&hl=en
It has a tab for multiplayer. I not new to playing magic the game it self but new to the online aspect.
