I've had Band 12 enabled since I got this phone a few months ago. There's a MediaTek settings app you can enable it in.

Check to make sure B12 is actually enabled. Easiest way is to pull up Engineer Mode on the phone (app linked below, or Google to find the dial code for phones with MediaTek processor)

Extra unrelated tip... You can bump up your speaker volume from here as well. There are 2 separate settings. One for the max volume, and another for basically a scale of min-max. It made a pretty significant difference. I was using the R1 HD up until last week.

I am also affected by this last update. Outgoing call quality of my Vivo 5r became unusable after installing it. I may have found a workaround /solution that works.
This seems to have worked for me but PLEASE use this information at your own risk. Fiddling around in your phones engineering settings mode can be a recipe for disaster and can break your phone permanently! So, if you're not sure what you're doing by following these instructions, your best bet is to contact Blu for warranty service and have them resolve the issue for you. In any case, if you're feeling lucky and want to give it a shot, here's what I did:
1) Go to the Setting -> Cellular network setting and disable "Enhanced 4G LTE Mode"
2) Go to the Google Play Store and download the "MTK Engineering Mode" app. (https://play.google.com/store/apps/details?id=com.themonsterit.EngineerStarter). This app lets you tweak certain hardware level settings on your device, including the microphone sensitivity settings that were broken by the wireless update that Blu pushed out.
3) Launch the MTK Engineering Mode app and follow these instructions: Steps:
A. Select "MTK Settings"
B. Swipe left to get to the "Hardware Testing" tab
C. Select "Audio"
D. Select "Normal Mode"
E. Under the pull down menu for "Type" select "Mic"
F. For "Level 0" set the "Value" field to "255", which is the maximum
G. Press the "Set" button. You'll get a confirmation that the setting has been changed. Just dismiss it by pressing "OK".
H. Under the "Level" pull down menu, select "Level 1".
I. Set the "Value" field for "Level 1" to "255" also, just as you did for "Level 0".
J. Repeat steps H and I for each level (there are 14 of them), setting the the "Value" field to the "255" maximum for each one.
K. Once, you've set the Mic sensitivity level for all 14 volume increments, exit the MTK Engineering Mode app and place a test call.

The instructions aren't too clearly written and I've done my best to paraphrase them in the steps above, but essentially, you're going into the engineering menu for microphone sensitivity and setting it to the maximum value. (255) Apparently, there are 14 call volume increments each one has it's own corresponding mic sensitivity value. So, you need to enter the maximum value 14 times, once for each of the call volume settings.
I've only placed a couple of test calls since doing this but so far, it seems to have worked. The party on the other end reported that they could hear me clearly, even when I whispered.

PS: Disabling "Enhanced 4G LTE Mode" in Step 1 MAY be optional but I have only tested this solution with "Enhanced 4G LTE Mode" disabled.
