Also check out My Colony. Best base/city builder I've played on mobile. Doesnt hold your hand, so be ready for some trial and error(there is a wiki), but it's developed by a single guy and gets frequent updates.
Here is a quick description of the game:
My Colony is a hybrid space colonization, city builder, simulation and strategy game developed by Brandon Stecklein and Ape Apps.
My Colony offers both single player and multiplayer gameplay. Build your space city at your own pace, or join an online empire. My Colony is sort of a mix between the classic city builder games, real time strategy games, and civilization builder type games. There is no nickel and dime monetization in My Colony either, no diamonds to buy. Almost the entire game is free, with one single low priced Premium Upgrade available to unlock decorative structures and support the continued development of the game.
I modeled My Colony after classic PC style gameplay, and have avoided the more modern idle builder diamond fest pay to play model. You can play at your own pace. Building your city is simple enough for beginners, and advanced enough for core gamers.
Currently, My Colony features:
- 4 unique civilizations to play as
- Nearly 400 unique buildings to build
- Over ten different randomly generated map types to play on
- Game customization and modding capabilities
- Single player or multi player (both online or LAN)

Not the prettiest, but it's nice and the developer openly states that he's not going to rip you off with any kind of micro transactions. You can play as little or as much as you want at once.

Trying to remember some game but i end on, best turn based android dont have base building and good base building dont have turn based, maybe someone knows one.
There's an Android game called My Colony where you manage a colony on either Earth or Mars. There's an .exe for PC too somewhere but I've never played it so I'm not sure how different it is. There are no enemies, no hazards, no decay or maintenance mechanics, new citizens don't arrive unless there's already room, basically nothing bad that could catch you off guard. You do need to pay tax to the homeland but I think it only scales with colony population, and if you set up your base right you'll always have a steady income of money, food, water, air (if you're on Mars), electricity, materials, etc. without any interruptions. Things will only progress when you build the buildings to make things happen.
Edit: Apparently illegal immigration was added to mid/late game in an update last week lol

If you start a new game you can select between 3 different races/factions and every race/faction have different planets to colonize. Each race/faction has it's own playstyle and technologies, but I think the United Humans Race is the most developed faction, till now. Haven't tested the Human Rebels yet, because there are only (difficulty) hard planets avaible.
It has a very small tutorial and start with only a few resources. In the current version are 32 resources avaible and the more resources and technologies you develop the harder got the management. It has a nice in-game Handbook and a complete encyclopedia listing the many units, building, jobs, resources, etc.
The game speed is depending by yourself no quests, no energy system, pure sandbox researching, building, managing. I think I found a new evergreen of mine.
In my 1st game I miss-managed the steel production. It took so long get the needed amount of steel and it cost so much micro-management to get it right again. So I decided to start it new.

It has one iap and that is to remove ads. Adds are just as a banner in the bottom, you also get a few new features to use in the game if you buy the ad removal.
There is also a web version so you can export your world and play on another device.

You have to build a base on a planet.
It's not very informative on what and how you're supposed to do it, but if you have the time, you'll figure it out.
There's no micro transactions, and as far as I am aware, there aren't any time restrictions.

WITHOUT ANY MICROTRANSACTIONS!!! or shit where you have to wait a day to finish a building... Just play.
The reviews for Colony Survival are pretty shocking. Loads of people outright calling it a scam...

Basically, My Colony is the game I always wanted to play on Android but could never find in the app store. If you like games the way the used to be instead of the more modern style, give My Colony a try. And if you would like to see me add something, let me know in the comments or in the forum community. Steer clear of Townsmen, as the paid version has in-game ads to buy the premium currency (100% absurd)
Lastly, just about any Kairosoft game will be enjoyable for a bit. The different games just represent different themes with the same engine. So pick one out based on a genre you like and you'll see tons of little references to within the genre.
I've seen my colony recommended before which looks similar. I havent played it.
