Take MyTaxi. You can order a taxi in most European cities with it, pay in the app, get the cheapest price and see it before ordering. Also, tipping is not something that is common here, so don’t worry about that, either. In most cities, the taxi price is also capped legally, so even during high demand times it will stay affordable.

Fully agreed. Berlin added €1.50 to all cashless taxi transactions (mainly via the excellent MyTaxi app in use across much of Europe) even though maximum credit card fees for merchants in Germany are around 1.5% of transaction value.
It's moronic and supports an industry that doesn't want to change (for those of you frustrated with Melbourne taxi quality, I recommend Zurich sometime just so you can see there are other wealthy, developed places with problematic taxi services.)

Welcome to the Rhine and Ruhr area! The main train stations in Düsseldorf, Düsseldorf airport, Essen and Cologne are wheelchair accessible. Those stations are connected via the ICE or IC. Wheelchair users in Germany have the right to use public transport for free. But the condition is a German disabled pass. International passes do not give the same right, so you would have to pay the fare for the local trains. I am not sure about the Deutsche Bahn tickets.
There are several accessible attractions in the area. Besides the Christmas markets check out the media Harbour in Düsseldorf with the state assembly and TV tower, the old town of Düsseldorf and the Kunstsammlung https://www.kunstsammlung.de/en/. In Essen there is the UN heritage site Zeche Zollverein and the Ruhrmuseum. And in Cologne the Cathedral and the Chocolate museum are accessible.
In Cologne and Essen the Christmas markets start right outside the train stations. In Düsseldorf it is a bit further away, but the local subway is accessible within the inner city of Düsseldorf. The Uber app does work here, but it only taxis are available.
You could also use FREE NOW, which is the biggest taxi app in Europe (Android and iOS), or Cabify, which uses both "black cars" and taxis, and works in Spain and some Latin American countries (Android and iOS.
Cabify and Free Now allow you to schedule the ride, but apparently, Uber does not (I've tested it right now and it returns an error message, telling me to try an on-demand ride instead of scheduling one).

Again, in most places, that’s not the case.
In most German and Korean cities, for example, you can start a taxi company for as little as 55€ (that’s the license needed to drive busses, taxis, black cars, etc) and a commercial insurance.
And in both places plenty of competition with apps similar to uber – mytaxi or kakaoTaxi already exist.

Well, they had these apps long before uber existed. Cheap, high-quality rides, always there at the right time, works nicely with the app, etc.
Seriously, for someone from Japan or Germany (like me), your cab system sounds like third-world.
