I agree with the others who are saying it is likely a WPA issue. Since it sounds like your ISP owns the router, I'd recommend calling their customer support line for help first as you're likely not the first person with the problem.
However, in case it is not a WPA issue and you really are just not getting an IP address, you could try manually specifying one. Look at the directions here and when you get to the IP Address screen, enter the address manually.
To find a valid IP address to enter, check your phone using an app like Network Info II. Make a note of all the info on the WiFi tab.
For your PS3, you'll want a different IP address, but as a test, just shut off the WiFi on your phone and then enter those details exactly into your PS3 (IP Address, Netmask, Gateway, DNS, etc). If it still doesn't work, then it's definitely not an IP address issue. If it does work, then let me know and I can tell you how to find a safe unused IP address.
Also, when you're done testing, set the PS3's WiFi settings back to automatic so that you can connect your phone again as you can't have two devices with the same address active at the same time.
1 6 11 are the most common non overlapping. Going to 2-5 when 1 and 6 is heavy in jse does nothing for you. Some routers allow you to see what is in use or use a smart phone https://play.google.com/store/apps/details?id=aws.apps.networkInfoIi
Note poorly insolated microwaves can kill your wifi too because we use the same frequency to cook food as we send pictures of cats over the internet...
Look into something that uses 5ghz in addition to 2.4ghz as it opens the spectrum a bit
Static. I long pressed my network name and clicked 'Modify Network' in Wifi settings. And what's weird is I checked through an app on the google play store to verify the DNS server showed my Pi's IP, and it did. But ads still show up in chrome.
Another interesting lead; I installed an app called DNS Changer and used it to switch the DNS and it worked perfectly. However, this doesn't really solve my problem because I have to run the app to get pi-hole to work, and I'd much rather figure out how to get it set up correctly.
According to this app https://play.google.com/store/apps/details?id=aws.apps.networkInfoIi the network is 310 410 and according to this app its 310 150 https://play.google.com/store/apps/details?id=de.android.telnet North Platte, NE just off I-80.
