If whatever version of Android you are using has removed the never timeout option, there are plenty of apps on the play store that will mimic the same function.
Example: https://play.google.com/store/apps/details?id=com.k2.no.screen.off
I think I had trouble figuring this out and just resorted to No Screen Off. Very simple app and I haven't had any problems with it.
I used "No Screen Off" app on my Samsung phone back when this was an issue and before I got PoGO+.
https://play.google.com/store/apps/details?id=com.k2.no.screen.off&hl=en_US
The only problem was that it would set screen timeout to 10 minutes when device rebooted while No Screen Off was active. 10 minutes was max screen timeout on that device.
I use this app on my 6p. Touch the app icon once to set screen on indefinitely and touch again to return to your previous screen time out setting. https://play.google.com/store/apps/details?id=com.k2.no.screen.off

Temporary Solutions Working As of Now

0)Enable Always On Display with Show Always Option
1) Try to Unlock Your devices with wrong finger, after 5 attempts it will ask you to unlock with PIN there you could get normal display.

1.1) To prevent the screen off you could install No Screen Off (https://play.google.com/store/apps/details?id=com.k2.no.screen.off) app from playstore. So that you could have normal display if fingerprint option worked.

2) Install below app from XDA Developers(Worked for most of all)

AMOLED PWMfree (https://forum.xda-developers.com/galaxy-s9-plus/themes/utility-amoled-pwmfree-application-t3898070)

3) Install below app from Playstore
OLED Saver (https://play.google.com/store/apps/details?id=org.js.oledsaver)

4) Without any apps or third party tools you can try to change the brightness through the bar in quick panel.

When brightness is below 20 you could get normal display without this discoloration or black bars. You couldn't use adaptive display here. So might be problem if you are outside.

We don't know this is coincidence hardware damage for all of us or a software glitch yet.

We haven't heard anything officially from Samsung yet.

They still behaving everytime when we complain they heard this issue for the first time.

Some devices don't have an 'always on' setting. So I use this app to get around that on those devices.
That is the name of the app.
~~I don't have an answer to your question if there is a dialer app which doesn't turn off screen depending on proximity sensor.~~ Check out these links:
>In the Phone app, tap Menu, settings, and uncheck "Auto screen off during calls."
>The last solution is where I ended up - used a compressed gas duster and sprayed into the sensor. That removed the debris and the phone started to function normally. > >I also had problem with proximity sensor (I shattered screen in that region on my Nexus 6, Android Marshmallow) and none of proposed solutions / third party apps worked when I tried to disable proximity sensor. What worked for me was to calibrate the sensor using Proximity Sensor Reset/Repair - https://play.google.com/store/apps/details?id=com.mobiledirection.proximitysensorreset - You have to follow the instruction in app (cover sensor and uncover it) and then restart your phone. Although my sensor is no longer behind the glass, it still showed slightly different results when covered / uncovered and recalibration did the job. > >What I tried and didn't work? Proximity Screen Off Lite, Macrodroid and KinScreen. > >What would've I tried had it still not worked?[XPOSED] Sensor Disabler, but it requires you to be rooted and have Xposed Framework, so I'm really glad I've found the easier way.
I use this little app to disable Sleep while driving and return it to its former setting after.
Try any 3rd party app/widget that can override those settings. For example No screen off.
Let me know if it works for you.
The one I picked up was called 'no screen off', does the job for me. Link
I use this with no probs https://play.google.com/store/apps/details?id=com.k2.no.screen.off&hl=en
