This app reports it to the developer for their own use to report to city council. It will "attempt" to notify bylaw.
If you actually want to report it to the city, use Pingstreet.
I like the idea of gathering data, but this post's title could better reflect the reality of what it does.
Someone posted an app a couple of days ago to report uncleared sidewalks, but both Kitchener and Waterloo use Pingstreet to get reports.
