Instead of trying to source those individual ballast which are not very common I would change it to a single ballast for both bulbs and just rewire the sockets to suit.

All you need to know to get the right ballast is, incoming voltage (120v) and how many of the type of bulb. So if you have two bulbs that are F30T8 then search for a 120v ballast for 2xF30T8. Or give that info to any electrical supply place and they could help you. Online is probably easier though. The ballast will have a simple diagram showing how to connect the sockets.

I also have a camera for inside my apartment that has given me peace of mind when I’m not home. But it’s also caught contractors going into my apartment when they weren’t supposed to. It’s good to have proof.
There are also peephole cameras you can buy, but I haven’t tried one.
Replacing the 1/2" screws in the door frames, hinges and striker plates with 3" screws is a good idea. The enemies of a burglar are time, visibility/audibility. So anything that slows down entry. Many break-ins involve kicking in the front door. Secure window sashes also with screws as well.
Good security lock which is better than the standard chain is one of these. (for when you are home)
Window bars can also be hidden behind fabrics (if you live on the ground floor)
Cameras aren't much of a deterrent but can be useful after the fact - something you want to avoid.

I'm interested in doing a similar commute. I looked on the strava heat map, and it seems like there may be a trail running along the north side of the river, cutting underneath the Hanlon and Waterloo. If you look on a map, it would connect the area around the Humane society or wastewater treatment plant, and Silvercreet skate park. I'm super new to the area though, so I don't know if it's actually a legit route. Would be interested if anyone knows if it's passable.
The solution is to move to roudabouts instead of traffic lights. Europe and many parts of the old world do this to great success and it reduces the likelihood of fatal crashes with other vehicles or between vehicles and pedestrians. It also allows more streets to meet at a point while allowing smoother pedestrian flow.
I grew up in the old world and i am always puzzled by why North America loves traffic signals and right angle intersections so much. A good example of an intersection that could use a signalled roundabout is the intersection at Paisley and Norfolk. Five roads intersect there and it's extremely easy to replace it with a roundabout. Add a signal to match the current ones for high traffic times and turn it into a regular roundabout at other times.

Study programming, full stack/front end using something like www.theodinproject.com and get a job during the summer working for a company making more than minimum wage if you can. You could also take whatever skills you learn from this and do free lance work online, even if you don't plan to go into computer science in the future you'll have a skill set to rely on when you don't know what to go for.
