It's cool they got some dirt from the Senate and FBI, but why are they consistently attacking random video game servers? Is it just to stir up discussion about themselves? Or is it avoid the appearance of being a politically motivated group? Or is it actually just for the lulz?

Type whatever you can't reach in the bar in this site and it will tell you if it's up or down. It's fairly accurate, and there's other sites that do this as well if this one doesn't work for some reason.

I know there are other ways to achieve the same result but I like this because I can explain the function of this site to my clients, send them the URL and then PROVE that their site is online and that it is just their connection, DNS etc. acting up.

When in doubt, check http://www.downforeveryoneorjustme.com/. I'm not sure about the uptime of this site, but it's possible the site may just be down when you are trying to access it.
In the future, it's always worth checking a site like "downforeverybodyorjustme.com" to see if it's, well, down for everybody or just you.

There's also a mod that add various pouches and bandoliers and such to give extra dedicated storage. I've done the realistic carrying capacity runs before, and that kind of eases the burden a bit. I'd link it, but nexusmods appears to be down.

I understand that the site is down as is the login server / reconciliation and this means that the loader can't 'see' that I'm connected to the internet but curiously enough http://www.downforeveryoneorjustme.com/www.eveonline.com seems to think it's up.

In what circumstances is proxy use legal? Almost literally all of them. It's illegal to, say, look at child porn, and even if you use a proxy to look that up, you're not breaking the law by using a proxy, you're breaking the law by looking at child porn. Proxies/VPNs aren't illegal, period.

Yes, still up for me. It is very common for websites to have different servers in different parts of the world (e.g. Google has lots more than just one server), so when one goes down it doesn't necessarily affect the others. In this case I find it odd Topline doesn't have some monitoring on its other servers to automatically redirect traffic to servers that are not down.

Two things to try first:
JustPing will let you know if the site is blocked in your region (and not just your ISP), and
DownforEveryoneOrJustME does something similar as well, but lets you know if it's down or not

Even if you were banned (which is different from being blocked), you'd still be able to read. ClueBot would have reverted the vandalism and added a warning to the IP talk page. If it was a fourth warning (or if the IP had only been used for vandalism and it was a few times), an administrator would have blocked the IP from editing.
Now blocks can be of various duration, but since it's an IP address rather than an account, it won't be indefinite. However, it could be for years, depending on the history of the IP. Most likely, though, it's not for more than 24 hours.
What probably happened was a server went down, perhaps somebody deleted a very large page or somebody with tens of thousands of edits was renamed.

That depends on why your download speed is at 0.
Is the torrent actually populated by peers? Are you connecting to them? Is your connection timing out?
A number of things can go wrong with a torrent:
- The tracker could be down or clogged.
- Something on your end is blocking the connection (e.g. peerblock, firewalls, private tracker settings, etc).
- Your ISP is blocking / throttling torrents.
- Your Internet is just full potato today.
- The seeders just aren't seeding.
- Seeders have you blocked. (Can happen when behind a VPN, or trying to torrent from somewhere public).
What you can do:
Check if the tracker is down http://www.downforeveryoneorjustme.com/ . If it is down, or it's just slow going, you can add trackers to try and speed things up https://thomas.vanhoutte.be/miniblog/torrent-tracker-2015/ .
Some private trackers refuse to accept certain torrent clients. Double check your client settings and confirm they reflect the tracker's requirements. If public tracker this shouldn't be a huge problem. If port forwarding is a concern there are plenty of web based tools to check if your port is open. Try turning off your firewalls, malware protection, peerblock, etc if this becomes daunting.
There use to be tests to see if your ISP was throttling, but I haven't used one in over 7 years. You'll have to google and test them out yourself.
Is your Internet being potato? Run something like www.speedtest.net to get a feel of just how potato.
Seeders aren't seeding? Try to hunt down the groups IRC or forum and get to begging.
Try a different connection.
I'm sure there are a few other reasons why something may not be working, but I've more or less exhausted my knowledge on the issue. I would look for a different torrent of the file before running through this list.
I didn't even know that site existed. The starting page works for me, but is very slow and it is showing me HTML source code on some pages and others don't load at all.

My advice is clear your browser cache and see if the problem persists. Here is Google's troubleshoot article for your problem.

- Are the sites you can't access always the same (e.g you can never access facebook.com)?
- Is this on your home network or are you at work?

Well http://www.downforeveryoneorjustme.com/ isn't necessarily in your country so thats not necessarily an issue for them. I just tried to ping http://tpb.pirateparty.org.uk/ and it's down for me as well.
Chances are that your proxy is fine. If you can resolve other domains with it then that should be further evidence it's not the proxy that's at fault.
