It depends on the size of the city. SC4 is heavily CPU dependent when it comes to big cities, with an emphasis on single threaded performance.
Since SimCity 4 is from 2003, it doesn't take advantage of multi-core CPU's. Your best bet is a computer with an Intel processor in it. Just look at how single threaded performance between Intel processors stacks up here.

The transit modding community pretty much *is* entirely contained within the NAM Team, so there aren't really any other mods out there. We don't have anyone on the team who actively uses the Mac version (it's actually a miracle that we even still are able to have a Mac version), and Apple keeps throwing curve balls with each macOS update, so we're very, very limited in the ability to provide support it. Pretty much any advice we can give is secondhand from actual Mac users--there may be a few suggestions toward the end of the comments on the Mac version at ModDB that may be of use.
If you're just looking for the pathfinding fixes for now, and you aren't able to successfully get the installer to run after those suggestions, the best solution might actually be to explore inside the NAM36MacWrapper.app file, and pull the "drive_c/Program Files/Traffic Simulator Configuration Tool/TSCT.jar" file out of it, which would allow you to run the Traffic Simulator Configuration Tool. You'll also want to see if you can locate a file called "NetworkAddonMod_a_EP1Paths.dat" while you're in there (it should be readily accessible, as it typically installs to the base Network Addon Mod directory). That file compensates for some of the Mac version's broken transportation functionality, and is essential.

I recommend GameSave Manager (it's free). You can have it automatically backup everything regularly or with a shortcut on your desktop or even have it synchronize the folder with somewhere else. It backups to Dropbox or to another hard drive. It recognizes most games and for SimCity 4 it doesn't just backup cities but also mods.

I can resolve it, ping it, and connect to port 80 so it's some sort of denial of service attack or a malfunctioning web server.
I've not tried this myself with SC4, but have you tried using PlayOnLinux? It can help you install Windows programs using Wine, and SC4 is apparently supported.
I would suggest moving the files off the USB drive and into the game directory.

The version that Origin sells on the Origin Store is permanently stuck to Version 1.1.610, and is unpatched and unpatchable, leaving the game with stability issues that were patched out eons ago. Don't touch the Origin Store Retail Version with a hundred-foot pole.
Strangely, if they had given you the free copy for redeeming a CD Key, those are actually pre-patched to Version 1.1.641. (And anyone telling you the Origin version is "okay" is actually a CD Key redemption person.)
The CD copy will not work with Windows 10, unless you're willing to do a lot of technical wrangling, including driver signing. Microsoft eliminated the secdrv.sys driver that the disc copy's SafeDisc DRM needs to run, calling it a "security risk", and also issuing a Windows Update for Vista/7/8/8.1 that disables it.
The best digital version out there is the one from GOG.com. It's DRM-free, so you don't have to worry about any SafeDisc-type situations ever coming up again. Steam is the second-best option, and does have one advantage--if you also have a Mac, it's a SteamPlay game, so you get the Mac version as part of the deal. There is, however, DRM involved with Steam. While Steam's very unlikely to go away any time soon, I don't think anyone in 2003 foresaw Microsoft nuking SafeDisc and making a bunch of older CD-based games unplayable on a version of Windows.
Also, if you can, wait for a sale. Phenomenal game, but selling digital copies of a game that will be 18 years old in January for US$20 is pants-on-head stupid. It's like EA *wants* to lose market share to Paradox. GOG and Steam will fairly regularly put it on sale for US$5, sometimes cheaper. Price is also another factor to consider in terms of whether to go GOG or Steam . . . one might have it on sale, and the other doesn't.

Runs just fine. Only issue is the resolution can't be enhanced so things may look a little blocky on a large computer monitor. You get used to it however... not that big of a deal.
