Wargames are relatively expensive, but some of the big names can be tried for relatively cheap. Warmachine and Hordes have $40 faction starter boxes that come with absolutely everything you need to play (except an opponent with their own force). You'll probably spend more if you end up liking it, but you can go in at a reasonable pace, spending $10 here and there, occasionally another $40 box. And if you're playing at a store, the store often has mats and terrain on hand for you to use so you're not stuck using the tiny playmat that comes with the starter boxes.
That said, if cost is a real issue for you, try roleplaying games. The bog standard Dungeons & Dragons has all of it's 5th edition core rules (thought not all of it's optional ones) available for free via it's System Resource Document, released under the Open Gaming License.
Polyhedral dice are cool, but there are any number of diceroller apps you could use for free. I'm partial to PrimeDice.
All you need is a pencil and paper - even that's optional if you want to use a character sheet app or fillable .pdf.

How come I did not think of this ? This is a really great idea. I am definitely going to use this. And modify my program and test that solution and make more stat charts.

About that, this one is really nice. You can have several tables to roll the dice (so you don't need to reconfigure every time you switch LVLs). It does not allow you to add a bonus to the dice result though. Which one do you use ?

Yeah naw. I'm not really into mobile games in general because I think there are many basic principles of interface that are broken in a mobile phone platform. that said I do have a number of game that I play and a few of which that I enjoy.
Most of the games I play I got from HumbleBundle bundles or from back when Amazon used to give free apps weekly. Man those were good times.. I've played maybe 5% of the games I've bought so I have a long way to go. I'm busy doing Ingress (which is awesome) and TapTitans (Which I think I don't like)
Prime Dice is what I use for a roller on Android, though I don't use it for WMH.
