Wow, I didn't even know Paradox had anything to do with that game. But since it's available in my country, I will check it out on the playstore right now.

Prison Architect Mobile - base game is free. I have it on my phone downloaded directly from Google Play using Yalp. The text is small on a 5.5" phone but it is definitely playable.
Mayor! Mayor! - really nice somewhat more casual city builder. There is a paid version with no ads but I haven't had an issue with ads in the free one.

All the way to the bottom there is an additional information tab. The minimal supported version is named there.

Wait, looks like there is a google play one. from what I’m seeing, it suffers pretty much all the same issues as well the iOS version.
Prison Architect was ported to Android - this is probably the closest you can get.
However, it worked only on tablets (properly worked, I mean - there were unfixed problems with controls on small screens) and lagged a lot.

You can install it remotely if you have a compatible device. While it won't show up in the app store if you search from the app, you can usually install any app remotely this way.
Out in the UK at least, should be general release.
This is the full game ported from PC. Free download as a trial version, then purchase to unlock the full game with or without stories.

Sadly for me it's not compatible on my oneplus 6. :( It's supposed to be tablet only.
