Yes, all construction finishes very quickly. The smaller building finish a little faster than the larger ones, but even the largest buildings don't take very long.

Yes, you can download the cities of other player's that have shared them. The process is the same, you just enter their City ID and you can download and play their creation. You'll need an internet connection just while downloading. Otherwise the game can be played offline.

Yes, there are Android emulators that let you play Android games on your computer with a mouse instead of your finger. You are able to log into your Google account, load the Android Play Store, and download games you've previously purchased.

You're probably going to get pretty biased reviews here :) I was involved in the alpha testing and the game has really progressed a lot! I like it and bought it to support the dev.
Pros: Fun city building game. Zero microtransactions. No stupid build timers. You can just play as long as you want.
Cons: There's still a few bugs, but the dev is constantly pushing updates. During the alpha and for a few days after launch the game crashed a lot for me. After today's update I haven't had a single crash.

The default game mode is Casual, which is pretty easy. If you'd like to play a harder setting: in the Full version, press the gear icon in the upper right corner. Under My Cities, press + New City.
You can then choose between Casual, Hard, and Expert. You can tell which difficultly you're in by the color around your city level in the upper left corner. Blue is casual, yellow is hard, and red is expert.
Note that there is currently a bug: when you make a new city and the game asks if you like the map, if you push No, the game will then make a new map. But it will be a Casual map. Instead of a new map of the difficulty you had selected. Just double check the color around your city level if you aren't sure.

Yep. reporting here on a LG G Pad II 10.1, which is an older but capable-ish tablet. It ran great for about 5-ish minutes, and then the whole screen started flickering like mad and then closed itself.
Rebuild 3: Gangs of Deadsville play store is really fun about defending against hordes of zombies and rebuilding cities, long campaign plus skirmish modes
Dungeon Warfare Play store 1 and 2, tower defense style with good difficulty and challenges

As far as rotating, hmm, there's only a couple buildings I've ever wanted to rotate. Which are the the Aquarium and Ferris Wheel. These are both 1x2 or 2x1, depending on how your look at them. Everything else is square. 1x1 or 2x2. I guess you could rotate the graphic?
