I use Screenshot Crop and Share for this and Stitch & Share for long screenshots. Both are really solid apps.
i had this same concern, I found an app and posted about it here:
https://www.reddit.com/r/Moto_Z/comments/75ogow/great_screen_shot_app/
i never got the scroll section to work, but I can crop and/or draw on screenshots like a champ:

I use an app called Screenshot Crop & Share. It does not let you write on the screenshot but cropping sharing is so convineant. Awesome app. I am waiting for the day this functionality is baked into Stock Android.

When changing away from Samsung with its excellent smart capture and screenshot editing tool, I felt like my screenshot options on Pixel where comparatively severely lacking.
So I started using "screenshot crop & share" (https://play.google.com/store/apps/details?id=com.flextrick.universalcropper) and I'm happy with it. It doesn't allow to select a part of the screen like Samsung's tool, but after taking a screenshot a menu will pop up to crop the image and share it immediately. Definitely recommended, but if someone knows an even better alternative please let me know.
Also recommended: rocker locker. Most people probably already know it. It allows setting the volume buttons to adjust media volume by default.
Another Samsung feature that should be in stock Android.
You should try https://play.google.com/store/apps/details?id=com.flextrick.universalcropper
Lets you add a tile where you can take a screen shot and scribble on it and save or share it. I think it's close enough to what you are looking for.
P. S. I am not the dev just a fellow user that feel in love with it.
Dang, I use the paid premium version of the app, so I don't remember if the feature in question is part of the free version, too. I would still recommend it.
The app's main function is that it opens an edit/share menu after you take a screenshot.
But it also has the extra "partial screenshot" function which lets you select a portion of a screen to take a capture of, much like Samsung's edge thing does.
I recommend disabling the floating button option and instead putting a shortcut into your Android drop-down shade - much more handy!
You can also turn off that the captures get automatically saved into gallery.
This app is an essential part of my Android experience and I would recommend it to anyone who shares a lot of stuff from Twitter etc.
I haven't tried the app I gave you, but I ended up with the one below and like it so far. It has quick tile access ($0.99) and scrolling screenshot functionality, along with the ability to crop/draw on the shots right after you capture.

Here's the settings I came up with. This seems to fix a lot of the notifications, retains the stock screenshot hardware functionality, and lets me use the app only when I want to (from the quick tiles). Seems pretty similar to LG and Samsung's features. Oh ya, if you use this app and adjust per my settings, remember to force close the app and restart it. That cleaned up the notifications. https://imgur.com/a/5Gkb0
I recommend LongShot for that, not perfect but it works best. It's also a paid feature of Screenshot Crop & Share but it's crap.
I'm using Screenshot Crop & Share, no problems whatsoever. After you take a screenshot the app dismisses the notification and opens an overlay over whatever you just made a screenshot of. It lets you tap to dismiss (which equals simply taking screenshot without modification), delete screenshot, immediately share it, or crop right away.
I don't think a profile would be the solution here. However, this app is something I have used extensively in the past and it works amazingly. It has the ability to delete screenshots after you share them and can crop and edit screenshots exactly like that. Basically everything you're asking for.

It's my favorite screenshot tool because it works without the need of a floating bubble or using screen recording, it scans the notifications for a screenshot one and displays a menu with options to edit or discard the screenshot.
Android P has a built-in screenshot markup utility which lets you easily crop a screenshot without having to launch a separate app. You'll just need to wait a few weeks for that to reach the stable release.
There are also third-party apps that can do similar. I used the aptly-named Screenshot Crop & Share to do that pre-P.

You could use Screenshots Crop and Share. This let's you take screenshots (partial ones too, so you can crop them) , share them and auto deletes it, so it doesn't save it. https://play.google.com/store/apps/details?id=com.flextrick.universalcropper
I recently found this app and like it quite a bit. Though I have tried the scrolling screenshot function and it seems really hard to get one without issues.

there are lots of 3rd party apps that intercept the screenshot function and perform their own with whatever other functions they offer
I think this is the one I used prior to getting my G6 (which has built-in editing).
But reviews say it's broken on Oreo anyway

I don't see that it can add text, though.
I use this: https://play.google.com/store/apps/details?id=com.flextrick.universalcropper&hl=en_GB
Its free, works fine, always running and if you disable the notification service (which doesnt effect it working) then it uses no battery at all. Test the notification thing though, it works fine for me without it but YMMV
I recommend you use this app. It has similar functionality to what you need.
I've been using this and it makes it super convenient.
I like this
I've been happy with this one. https://play.google.com/store/apps/details?id=com.flextrick.universalcropper
This might be a good substitute for quick capture. Been using it for a few months now and real pleased with it.
First you NEED to be ROOTED*
You then need the following apps installed:
LMT Launcher -
https://forum.xda-developers.com/showthread.php?t=1330150
Screenshot Crop & Share -
https://play.google.com/store/apps/details?id=com.flextrick.universalcropper
Once installed, open LMT and click the Pie tab. There you'll see a few "Slices" that you can set to run any task or app or activity according to what you choose.
In this instance you'll want ScreenshotCrop. For two out of the five Slices given, set them both to "Shortcut". From there, select the ScreenshotCrop shortcut and choose "Partial" for one slice and "Screenshot" for the other.
Now the other 3 Slices can be set to anything you choose to compliment screenwriting, including gif creation.
I personally found it to be easier with the shade coming in from the right side as opposed to the bottom etc. You can still swipe back with the left display and pull up the shade with the right, but of course it's whatever works for you 🎃
Right here https://play.google.com/store/apps/details?id=com.flextrick.universalcropper
You crop afterwards but it's close
I use this one, and have loved having a powerful screenshot tool: Screenshot Crop and Share
check this out, use quick settings tile
This app will do that for you, works fine on my moto z without this feature from os/manufacturer. https://play.google.com/store/apps/details?id=com.flextrick.universalcropper
I use this which pops up when you take a screenshot.
This just works with lots of other features.
My most recommended app (it works great): https://play.google.com/store/apps/details?id=com.flextrick.universalcropper&hl=en
This is very basic:

This app is great for quickly editing screenshots: https://play.google.com/store/apps/details?id=com.flextrick.universalcropper&hl=en
This belongs here I guess.
I use the app Screenshot Crop & Share. It does all You asked for and even more...
This is exactly what this app does: https://play.google.com/store/apps/details?id=com.flextrick.universalcropper You can crop or blur too. Check it out
I use Screenshot Crop & Share for my screenshots. It can show a floating bubble for easy screenshots or with an IAP you can get a quick setting tile. Also has a lot of good editing options if that's ever wanted.
