Google app > SearchBar Ex. It opens instantly, is very lightweight, supports voice input, custom shortcuts, theming and other options. Give it a try and you won't be disappointed.

EDIT: you can set it as your default Assist app (SearchBar Ex settings> Action settings > assist app settings > assist & voice input > assist app). This way you can open it by long pressing the home button.

I use it in conjunction with Nova Prime so when I swipe down anywhere in the screen it activates it. It's the one feature from iPhone that I missed, and this utility does it flawlessly

It looks like you need a 3rd party app to have a search widget. Firefox used to have one, but they removed it in v58.
Here's the one I am using now.
Install it. Then enable the Dock search bar in Nova, press & hold it, select Replace, choose the SearchBar Ex widget. I'm sure you'll handle adding DuckDuckGo after that, check SearchBar Ex's settings. Enjoy your non-Google search from the Dock. :)

I'm using Nova launcher, though. I'm not sure if the Google Launcher insists on the bar being there.
I'm not familiar with Evie Launcher's searching capabilities, but as far as I know Nova doesn't have any sort of universal search function.
Your best bet would probably be a widget, in which case I would recommend SearchBar Ex.
Incredibly customizable theming, searching, and shortcuts, and it can even be opened as an overlay from any app.
I'm using it on Q dp1 with this app called Search bar ex, rather old app but works well without tasker, an instant Google/duckduckgo/contacts/apps searcher, squeeze and type in two letters to launch an app or whatever, really good!

You can either install and search app like "search bar ex" which lets you Google stuff with the share menu or you can use "Text Aide", which natively adds some options to your action menu. You can add 'search', 'definition', 'open url', 'speak' and lot more. Very customizable.
I have both installed, I can highly recommend both of them, but Text Aide is exactly what you are looking for ��
I know what you mean, I had that option on my google search bar and it's gone now for some reason.
You could either download searchbar ex, which themes the searchbar and doesn't give you any bloat
Or you could switch launchers or something but unless you really need to I wouldn't bother

I strongly recommend checking out SearchBar Ex once you've disabled Now On Tap & start tweaking things back to the way you them. It's a little known gem that gained some attention on AppHunt a couple months ago. It's insanely customizable & very user friendly.
Also, since this sounds like what you're looking for, you can set it to launch directly to the overlay search bar & have Duck Duck Go as your default search engine as well.
SearchBar Ex does this pretty well. Hopefully it's what you are looking for.
Nova also has a pretty solid search built into it. I don't remember if it uses a modified search widget that it ties into or not though.
Not an answer to your question but as a workaround you could try a different search bar called SearchBar Ex. I like it much better than the Google search bar as it allows you to add your own custom search engines. It's very customizable but very light and I never had any problems like sluggishness.

I think it's a lot snappier than Google search or Chrome, and it lets you choose from a bunch of search apps including Google, and also your own apps, like Facebook.
Also in the settings it lets you set the long home press action to searchbar ex by default, so no more Google.

Try Search Bar EX. You can make it any color you want, plus by tapping on the G, you can search within certain apps (YouTube, play store, etc.).
Go to Chrome's settings and add the following search:

With the keyword 'img'. Now whenever you need to search for an image, do so by typing img in the address bar followed by a space and then your search query.
For Firefox, create a new bookmark of the same url and use the same keyword and it'll work the same.
For Android, download the SearchBar Ex app to create a search bar widget with the same functionality.
