I had the exact same problem. Here's how I resolved it:
Download an external file management system app (https://play.google.com/store/apps/details?id=com.simplemobiletools.filemanager) is my go to.
Check if this app is able to detect the files that you cannot detect with the stock app. Sort by the 3rd tab, storage, and then access the files that are taking up space.
Delete the files that are taking up space. In my case, the app SMS backup and restore decided to continuously safe local backups of my calls and texts, which was over 400 MB every time. I change settings within the app to prevent this.

Even pro-er tip - use Overdrive instead of Libby (same service, different app). While Libby has a better mobile interface, Overdrive downloads drm-free mp3 files, like OP seems to be looking for. You can even grab those mp3s from the Android version of Overdrive, if you have a file manager with root access like Simple File Manager.
I found one - open the info section about Files app, clear cache, clear data, restrict it and disable the app. As a file manager I suggest to use this app :)
Install this app. Then change notification sounds normally from settings (but choose this app instead of the system one)

You are not alone in the boat. On Android 10+, I've seen more than one "file browser" fighting with this kind of issue, due to the changes made to media content providers.
I don't know if it can be useful but the following file explorer works as expected (returning standard paths) for both Internal and External memory.
Same steps except ignore steps 1-3, ignore steps 13-14 and instead open up the play store and download simple file manager, link: https://play.google.com/store/apps/details?id=com.simplemobiletools.filemanager Click on device memory, scroll all the way to the bottom an you will a folder by the name of themex, open that and you will see a folder containing the application’s ID name i.e com.infinite.S8.iconpack After all this you’ll be able to do the rest on your phone itself with astro, or you could copy the file with icons to your pc or mac over usb.
Any file manager apps for navigating and modifying root files?

I believe Motorola phones have a File Manager, at least my old Moto G5 did. Maybe they have removed in their newest versions. Also, another important thing. When I mean that I use the file manager to access the SD Card it's always the app that opens the file manager to do it.
