I haven't played with tasker in quite a while. So my understanding of what its capability's are might be wrong but couldn't you use something like https://play.google.com/store/apps/details?id=jp.ubi.common.http.server&hl=en_US a simple http server on an android device then have tasker save it as a file and then open web-page with the IP and port. That should serve you something like this:

Since browsers don't support ftp out of the box maybe you can use an app like simple http server

And then you can download files on phone number 2.
Command for python 3.0 and up:

8000 is the port which you can choose any above 1000 (as long as is not a designated one like 443 for https)
Then on your cellphone (that is connected to the same router) open up a browser and type:

No, the server is running on the tablet via Simple HTTP Server. Once that's running, and the location to serve the app from is set, I have a URL to access the app through the web browser.

The issue is when using html not url automate does not know where the file is relative to the html. using the http server you can set a folder to serve your images.

The only you need to do: Replace logo.png in the assets
folder with a picture of your choice.
And after that, only the pages
folder is relevant. Put all the images you want to show inside the images
folder, and to edit pages, just edit the 1.html
(or whatever number). If you want to create a new page (let's say 3), just copy template.html to 3.html, and edit that. It's that easy. If you want to test locally, just double-click the index.html.

So if a non-techie wants to change something, he can simply open the .html-file with any editor, and change it. I doubt there is any simpler, less technical version of this whole setup - but if you want that, I'm not the right guy to do it. I generally like to keep it very small and simple.

Edit: I just did some reasearch. To display the website on your device, copy the files on your device, and use something like this app - this works great for me!
