There's an app called Tandem that you can use to do language exchange with native speakers of your target language who are learning your native language. I'd definitely recommend it.
Sobre o inglês, talvez valha a pena tentar aplicativos, como o Tandem, Duolingo, Drops, etc. ou livros tipo o English Grammar In Use (tenho quase certeza de que tem pra baixar na internet). Além disso, tenta ver séries com legenda em inglês (de preferência, seriados mais "simples", tipo Friends e Seinfeld) e, conforme for melhorando, passa a assistir sem legenda e ver o quanto você consegue entender. Se curtir videogame, talvez seja uma boa focar em jogos que tenham bastante diálogo. Podcasts talvez ajude também, mas não tenho nenhum pra recomendar.
Sobre o relacionamento, seu namorado vai sofrer de uma forma ou de outra (a não ser que vc case e envelheça com ele, o que não parece ser algo bom pra nenhum dos dois, principalmente pra vc), então é melhor fazer isso o mais cedo possível. Pense pelo lado positivo: você estará deixando-o livre pra procurar um relacionamento melhor para ele, até porque quanto mais o tempo passa, mais difícil vai ser pra conhecer ele gente nova, então você estará poupando o tempo dele. Às vezes ele até já percebeu que o relacionamento esfriou (da sua parte, pelo menos) e talvez o término nem o afete tanto assim. Em médio e em longo prazo, vai ser melhor pra vocês dois.

You could try tandem app to learn german, there's also an option to search for ppl nearby. But even if there's noone nearby it’s a nice app to learn a language with help from native speakers. :)
Since someone mentioned tandem groups,there is an app on Android called just that (Tandem) that allows you to meet fellow language learners around the world to practice. I haven't used it with Japanese yet since I began studying this month,but I am sure you can find people interested in your mother tongue that would be glad to help you with theirs.
As a foreigner who came to Switzerland a couple of years ago, I really need to tell you that duolingo is bullshit. If you want an app, try at least Tandem.
But for me the best way to learn german and french was just by trying (like in a bar or a club (marrtial arts, volleyball, etc)) and mixing it with a really chill german course (1-2 pero week or so).

It supports text messages, audio messages and calls (not sure about the last one) and it has a cool correction feature allowing you to clearly correct your partner's messages.
Cara, você já testou o tandem? Nele você marca as línguas que fala e as que deseja aprender, aí o aplicativo te mostra pessoas do mundo inteiro que desejam aprender alguma língua que você fala e que já falam alguma língua que você está aprendendo. Dá pra conversar por texto, áudio, chamada de vídeo (eu acho) e a maioria das pessoas são bem simpáticas e dispostas a ajudar. Você ficaria surpreso com a quantidade de gente por aí querendo aprender português.

I will mention that you may not want to go too deep into learning the basics of the language as your only focus. Many people fall into the trap of focusing on the language's grammar for too long. They then struggle because they "know" a lot of the language, but they can't use it to speak or understand other speakers.
I will recommend starting to listen to content in the target language as soon as you can and moving on to using the language shortly after. You can continue to learn grammar, but you will be able to apply it in your leastening and speaking practice to truly master it.
You can begin with content at the basic level and build your comprehension skills from there. In the beginning, you will struggle to understand and speak the language, but that is the path to being able to use the language.
