I don't think so, on the on the Play Store, the last pic for the Textra Android Style shows it. It's not a big deal or anything, just odd and now I feel like I need to fix it.
Never was a fan of the blob emojis but if you don't use the stock messenger (I use Textra), you can install their emoji pack for blob android. It was always easier to use Textra for emojis because they actually update them and don't rely on OS updates.

While I figured out how to apply it system wide, the emoji font is not by me. It is a Textra emoji add-on. I required root privileges to apply this mod.
As you may know, your system (with the exception of apps that override this such as WhatsApp) handles emojis based on a file "NotoColorEmoji.ttf" in /system/fonts.
I will not provide the actual file I used, as I am not sure whether that would violate Textra's terms. I will, however, explain how I obtained it:

I installed the app, then I used a font extractor to extract it's emoji font (which has the support for skin toned emojis. Additionally, it contains all of the new emojis as of Android 6.0.1). The extracted font was named emoji.ttf, so I renamed it to NotoColorEmoji.ttf, and then I replaced the one in /system/fonts with the one I extracted.
I then rebooted my device to load the new Emoji font, and voilà! My phone now supports skin coloured emojis throughout the entire system, in the same style of the default Google emojis.
The notification was from WhatsApp, but I censored the name and picture of the contact, for their privacy.
