Acho que o principal é força de vontade. A pior parte é começar, depois fica mais tranquilo levar. Não me refiro nem a começar uma rotina, mas a começar uma tarefa naquele momento (apesar de que com o tempo a rotina se torna mais natural, também). Por exemplo, se acha que está passando tempo demais na cama, tome coragem (essa é a parte difícil, mas requer poucos segundos) e levante; depois que levantar dificilmente voltará a deitar. Se está precisando estudar, faça uma força e comece (novamente, a parte mais difícil, mas dura só uns minutinhos); depois que você organizar seu material e sentar, o resto (estudar) fica mais fácil e vai fluindo.
Outra coisa legal é montar uma rotina. Quando não temos uma rotina fica mais fácil pensarmos "daqui a pouquinho eu estudo" e "vou ficar só mais um pouquinho aqui vendo tv/cochilando/mexendo nas redes sociais", e esse "daqui a pouquinho", "só mais um pouquinho" duram pra sempre. Monte uma rotina relativamente folgada no começo (pra não correr o risco de não dar conta e desanimar de vez) e com o tempo vá deixando mais nos moldes que você quer. Isso facilita bastante, você olha lá e diz "opa, agora tenho que estudar", mas não se prenda muito a ela, não adianta você ficar estudando se sentir que não está rendendo nada - vá lá, faça uma pausa (mesmo que a rotina esteja dizendo que naquela hora você tem que estudar), descanse um pouco a cabeça e volte a estudar. Tem um app bem legal pra isso, o TimeTune, o widget dele também é bem bacana, você consegue ter a sua rotina na tela principal do celular.

Check out TimeTune. It functions similar to how you describe, where you are basically setting up your day / schedule rather than specific tasks with specific reminder times. I use it to keep myself on track for the day, not so much for a checklist of items I need to cross off.
It takes just a bit to get used to, but its free to use and the premium is a one time purchase, not subscription. Fantastic app, and very unique.
TimeTune Schedule Planner sounds like exactly what you're looking for. I've used it before and its very flexible and customizable.
The one thing I noticed, for myself at least, is that I eventually became numb to the constant notifications, but maybe there is a way to disable that.
TimeTune is what I use. I have the Pro version and sync it with Google Calendar (which is also synced with Todoist). My daily/weekly schedule, calendar events and tasks all show in the TimeTune widget.

I have everything planned on this app called Time Tune (on Android). I just made my routines in the beginning of the semester based on my schedule including time to get to bed, time to wake up, time for making food, eating, traveling, etc. It has helped me stick to a routine unless something comes up.
Also, there are features like you can set any number of notifications before the next activity and persistent notification in the taskbar with the free app. And calendar integrations and other stuff In the paid version. I found that the free version was more than enough so I just went with it.
Along with that, I use google calendar to put down reminders for events out of my routine. Also, I set up a couple of reminders like one the day before so that I remember that I have the event the next day, one in the morning to remember about it as soon as I wake up, and for 2 hours before the event, 1 hour before the event, 30 mins before the event and 15 mins before the event. And while I make the event on the calendar, I purposely set the event to start 15 mins before the actual start time so that even if I go late based on the time on the calendar, I'll still probably end up being on time for the event.
I like Time Tune on the Google Play store. You can create multiple schedules and it will remind you what is on the itinerary as the day progresses. It's highly programmable and customizable; I find that it's especially useful with a smart watch, since it'll buzz my wrist as a reminder pops up. Helps squeeze every minute of time, and shows where most of you're time is going. It also liberates your free time because you don't feel guilty for watching tv or playing games or whatever in your allotted free time slot.
You should check out TimeTune! It does exactly this. It helped me realize how much free time I really had and how much time I wasted. I found it really helpful for organizing my time and allocating enough time for certain tasks such as studying and assignments.
I've been using an app called Time Tune lately, and like it a lot. It's an app you can use to set up a daily schedule, and have it notify you when you're supposed to start something new. It's got lots of flexibility and options. I use mine to keep me on track for school. For example:
7am - run 8am - commute 8:30-12pm - study for X class 12pm - lunch 1pm - work on Y project 5pm - commute home
You can set up different 'days' like, say, workout days, study days, music practice days and use those to create a one time or recurring schedule for however long you want. Super useful.

It's basically a routine maker where you build a routine and set time blocks for different days of the week. You can make multiple routines and pick the days for them. You can also add one-time event blocks that sort of overwrite your current routine's time blocks.

it's extremely customizable in terms of notifications!! This is 100% the main draw for me. You can set a specific sound effect, you can have a pop-up notification, you can have it sit in your notification bar permanently (with the little icon you set for your task), you can have it vibrate, you can have TTS with whatever text you want, you can set multiple notifications either minutes, hours, or days before or after an event, you can set them at the start, the end, holy crap the possibilities are endless, haha. The customizable notifications are super helpful to me, especially the text to speech.
I do have to admit that the app can be a little awkward to use but the benefits absolutely make up for this.
As for me personally, I can't say I follow the routines I've set as much as I'd like because I'm constantly getting them interrupted. Nevertheless, the app has helped me a lot with self-awareness and having realistic expectations about my time, especially in terms of leaving to go somewhere (without being late) or the time required for certain tasks.
It is a lot easier to follow a routine you've set for yourself with the prompting from the notifications, though. And when I do follow my routines, I'm surprisingly productive because of the (artificial) time pressure. VERY recommended!!

In the tests I mostly got medium results so not low but also not high.
I will try the app Time tune So that I don't get the alarms mixed with my regular alarms for waking up.

TimeTune - it's not a to do list app, but it has the functionality you've described. If you do the same thing at the same time each day, depending on your shift it should work for you.
It will sync with Google Calendar as well - I have a calendar just for tasks and use the TimeTune widget to see my daily schedule and tasks all in one place.

For example, I keep a widget that shows my routine for the day so whenever I get too distracted, I can quickly check it and get back to what I should be doing while also getting an overview of what's upcoming next.
Daylio; I've been using this one for years, it's a mix of a journaling and tracking app. Highly customizable. It makes it easier to notice trends and correlations between moods, activities and whatever else you want to track with it.

It took a few minutes to get the hang of, but it's brilliant. I give it sole credit for being on time to work for the first time in years (though I guess it depends on how you use it, I've got my day broken down into literally 5 minute intervals in parts).

Hi everyone! This is how we've finally done it in our app: we've added a link and a 'Got it' checkbox to our last onboarding screen. The checkbox is checked by default to avoid friction in the installation. If the user unckecks it, the 'Start' button is disabled and the user can't continue with the app.
The link goes to the Android EULA text on our website, in case anyone wants to translate it to another language using the browser. But the text can be read from inside the app too in the Settings section. The EULA includes a section for ads and privacy.

I currently use TimeTune paired with Wunderlist so my partner and I can divide up tasts, put together shopping lists etc.
In the past I tried Cozi Family Organizer but it wasn't quite what I was looking for - perhaps because I didn't need to put together multiple people's calendars.
I found no application that does it all perfectly (at least not in my eyes). I used a range of applications in conjunction with each other. Try these: TimeTune, Puddl, Today Calendar (free version), Todoist, Wunderlist, Evernote, and of course also Google Keep.

TimeTune - app pra montar rotinas, dá pra colocar uma widget na tela inicial do seu celular, o que ajuda muito a saber exatamente o que você tem que fazer naquela hora e até que horas. Excelente, usei por um bom tempo.
Loop e Habit Tracker - apps para criar e manter hábitos. Você cria um hábito novo no app, determinada quantas vezes por semana quer fazer aquilo e, sempre que cumprir o hábito, vai lá e marca o dia. Eles dão uns gráficos bem bacanas e percentuais de "força" daquele hábito. Também usei por bastante tempo. Se curte algo mais gamificado tem o Habitica onde os hábitos deixam seu personagem mais forte; usei por um tempinho mas o fato de não ser tão completo quanto os outros dois me fez abandoná-lo logo.
E existe também uma terceira categoria que são apps que te estimulam a não usar o celular por tanto tempo. Alguns permitem bloquear determinados apps em determinados horários (nunca usei nenhum pra isso, se tiver interesse dá uma googlada); outros, como o Forest: Stay Focused, têm uma interface mais gamificada e quanto menos você usa o smartphone mais o seu jardim virtual cresce, por exemplo.

I've set Tasker up to change phone settings based on various triggers (for example, when TimeTune says it's time to go to sleep, Tasker will change my screen timeout to 30 sec, set the phone to DND and show a notification with a button to start sleep tracking in Sleep As Android). Tasker also updates a Minimalistic Text widget on my home screen that tells me either where I am, where I should be or what I should be doing (Home, Car, Lunch, Work, Sleep or Lost).

Eu uso o TimeTune.
Basicamente é um APP em que você monta sua tabela de horários. O mais legal dele é que ele toca um alarme bem customizável: você pode programar pro alarme tocar 1 minuto antes de mudar de tarefa, 2 minutos depois, pode por o alarme pra vibrar quantas vezes achar necessário, pode por um alarme sonoro customizável...
Ele também mostra qual a sua atividade atual e quanto falta pra próxima atividade na barra de notificações.
Depois que comecei a usá-lo, nunca mais me preocupei muito com horários pois ele sempre me lembra das coisas :D!
Obs: Para coisas fora de rotina eu uso o Google Keep similar a como as pessoas no gerais usam esses post-its (lembretes, tarefas com check box, etc). Se for algo mais a longo prazo e de caráter importante ou que involva geolocalização, eu anoto no Google Calendar. Para ideias que vem a cabeça e para tomar notas de coisas, inclusive estudo, eu uso o OneNote. É isso.
