Grab tTorrent and have fun. I've used it on occasion when I needed something on the go. It's quite fast and stable. Throw Transdroid on it and you can get nice monitoring with notifications as well. I'll be using my M8 for that when I eventually get a new phone. Add a VPN and you have a nice mobile torrent server.
Make it into a seedbox (obviously for seeding Ubuntu distros and Big Buck Bunny videos.....) with a torrent client such as tTorrent. tTorrent has the added bonus of having a web interface so you can remotely add files to it (I do this on my Nexus Player).
Or, if you're feeling masochistic like I was before tTorrent introduced the web interface use optware for Android and install transmission daemon. More here

After a quick search I have come across possibly the only viable choice for an android torrent client that fits the requirements you mentioned - TTorrent lite. It's free and offers webui which is quite unique for android torrent app. I think it may also offer API.

I use Ttorrent on my android and it works like a champ. I've used uTorrent and Flud in the past and imo Ttorrent works best for me considering the download speed and the option to queue my torrents and of course, dark mode.

I have an external USB hard drive hooked up and I use tTorrent for downloading torrents directly to the drive. It has a web interface that's compatible with Transdrone and with various Chrome extensions (so I can right-click a magnet link on my desktop and it will queue up on the SHIELD).
tTorrent can also monitor RSS feeds so I use showRSS to subscribe to my favourite shows and new episodes get downloaded automatically into my Plex library folders.
I use the Shield as my Plex server for all other devices in my home. This setup is not perfect but it works very well.
Tip: if you are going to pursue this, set up Labels in tTorrent that send torrents into your Plex library folders. E.g. set up a TV label with a default save location of your TV episodes folder on the external drive. Then set the showRSS feed to apply the TV label to all new torrents from the feed.
I suppose there should be an option like 'Choose download location' or something.

If these "HD video" download involves torrents, you can use tTorrent. It has a Web Interface option which you can easily start/pause torrents from.
Use the search bar in the torrent app on your phone. Never had a problem with tTorrent.
