Unfortunately, there isn’t. There is at least one movie viewing app that can use just an accelerometer for head tracking, but the tracking with that method tends to be very poor. There may also be some apps using third-party VR SDKs like Vibrum and Dive that work without gyros. But the GoogleVR SDK which most apps use requires a built-in gyro.

This one does not support the cardboard profile but you can set the parameters in real time. Unfortunately it won't remember the settings. If you chose the static mode in the video mode, you will get a fixed screen.

The default screen size is a bit to small, but you can make it bigger under options/distance form the screen. And if you select the Theater starts in 'locked mode' option, the screen won't move around.
You should check out this player. Unfortunately it doesn't remember the settings, but otherwise I found it to be the most usable one to watch sbs videos.

It works well with my poor eyesight and I can plug a charge cable and headphones into my phone and I’m good for a long time.
The biggest trick is the video player software. The standard VR Theater app that comes with Cardboard is awful.
There are many VR players for Android, idk about ios.

In VaR Player, I use the Normal (2D) > STATIC playing mode to fix the video in front of my view.
There are a couple of things I don’t like about it: No random play. Also the image is off center because of extra space at the bottom of my screen for navigation buttons, and there’s no way to configure VaR to compensate for it.
But otherwise, it’s the only VR player I’ve found that plays a directory of videos.
Var´s VR Player, start movie like "normal 2D, non static". Set it to be huge screen, and always use full HD movies, or bigger resolution (it makes difference). Use it on swivel chair if possible.

Quick tutorial on viewing VR videos without a headset.
I just wanted to share some tips for viewing without a headset. I played around with viewing stereoscopic images off and on for years, so if you do some research about how stereoscopy works, that helps a lot. You basically just trick your brain into having one eye look at one image and one eye look at the other. There is a crosseyed method, where you do this by crossing your eyes, and the parallel method where you have your eyes look straight ahead. You can't just switch between the two methods, because the images are recorded from the different perspective. A mirror won't work either, because the images are flipped, but the also switch places. For any particular video you will have to figure out which one to use, or sometimes software lets you switch the inputs or the outputs
It is very difficult to get your two eyes to both look outward in opposite directions. So it helps to view on a small screen, or a small portion of a large screen(horizontally). When you are learning, it can help to pull very gently on your eyelids outward, either just below or just above your eye ball. Once your eyes adjust you shouldn't need to do this. Be careful and don't hurt yourself.

Both of these software don't require any extra hardware or external devices and have a lot of configuration and adjustment options you can use to get it to work for your setup.
Because my desktop monitor is very big, I only use the gopro vr player in a small window along the horizontal axis, but I make it take the full space vertically. The VR viewer allows you to look left and right within the scene, so it still works well without the horizontal space.
One final tip buying dollar store reading glasses will let you get your face closer to your screen without getting blurry, and also enlarge your screen. If you really want to go extreme you can stack the magnification using multiple glasses, but I find using one pair is plenty.
I built my own vr headset once out of a cardboard box, which could fold down when not in use, but I find just using reading glasses is easier. Good luck and let me know if you have any questions or thots.

Edit: As for video sources, smashvr has a lot of free samples for download, and there are other ways to get raw video if you're resourceful.
