Have you tried installing virtualhere https://play.google.com/store/apps/details?id=com.virtualhere.androidserver&hl=en_US&gl=US and seeing if the steam link settings allow you to share your odin game controls (virtualhere is supposed to make remote controllers seem like they're actually plugged into the host pc)
As I suggested in another comment, go to the Steam Link app settings on the shield pro and see if there's an option for virtualhere settings (which there should be if https://play.google.com/store/apps/details?id=com.virtualhere.androidserver&hl=en_US&gl=US is installed on the shield pro) and check the boxes next to the usb devices you want to share.
Any wired controller problem I've ever seen on Steam Link (both Steam Link box, and Steam Link app on Android TVs) is easily mitigated by VirtualHere. For the Steam Link box, you'll need to buy VirtualHere on Steam and all your Steam Link boxes will passthrough your USB controllers to the host system. For Android systems, you'll need VirtualHere from Google Play.
With VirtualHere, all the games you play think you use an actual controller. Games with native controller support will show you controller hints for example. Not a bandaid where controller buttons are mapped to keyboard keys, and in-game hint will say "press E" and you'll have to think which button on trigger is mapped to E key.

Do you use the Android version of dolphin with the dolphin bar? I got the dolphin bar for Christmas and don't have a Wii mote yet. I'm looking to use the stable version of dolphin on the PC(I have heard the Android version needs some work) then use the dolphin bar (hooked up to the shield) then share the USB device using this:

However I'm not quite sure if I'll even need to do so...Depending upon how the computer sees the controller I might. Plus the added benifit the bar can give? I've used the USB share program on my PC and shield to allow me to use my Razer turret keyboard and mouse with the USB 2.4 dongle and I'm able to use the Razer windows program synapse for more control over the mouse and keyboard features and setting for the device as if it was connected directly to my PC so I'll assume it should work the same way.

For the wired stuff (and maybe the steam controller w/ dongle) Give virtualhere a try. Not affiliated at all and actually only just learned about it while trying to get some other software working via gamestream.

Hey there buddy!
To tell you the truth, I'm not sure how comfortable of an experience that could be, but I'll give you a few pointers based on my experience.
In regards to USB, you'd be better off using VirtualHere, it's an application that runs in the background and forwards every device you connect over the internet to your Shadow VM.
You have to install a client on the Windows side, and after that as long as you only use one device at a time, you can give the program a test drive to see how it fares for you. However, if you want to use several devices you'll have to buy a license for the program.
The program has an integrated solution to connect to computers outside your home called EasyFind, which you might need to be able to connect over the internet, but you could also try to connect over ZeroTier, though I've had latency issues that way.
Regarding storage, I'd advise you to consider using either cloud storage or something like a NAS, since unless you have a really good upload speed, you're likely to run into issues while connecting over the internet. Also, I believe recent Android versions prevent VirtualHere from directly accessing USB storage, so you might need to root your tablet to get around this restriction.
At last, regarding using your headphones, there should be no issues whatsoever, but to use microphone functionality you're likely to run into similar latency-related issues if you don't have good upload speed, so using an app like WOMic should let you forward whatever comes through your microphone onto a virtual device within Shadow.
To tell you the truth, these are far from ideal solutions, so let's hope Shadow can bring their own integrated features over to mobile devices sooner or later, since the cost of mantaining all of these things can rack up considerably over time.
Regarding a Taiwan data center, I wouldn't hold my breath on it, but hopefully they can expand all over the world at some point in the future.
