There are ways to setup a poor mans VR using a moderate spec android phone and google cardboard. Not every device is compatible but if your phone is compatible with Pokemon Go's augmented reality mode then your phone has the right hardware to have gyroscopic controls.

There's already an app that can do that sort of thing, VRidge. I've never tried it myself so I have no idea if it actually works well (or at all) but at least it shows that it's possible.
Obviously controller input and room scale tracking won't be included, but for seated games like Elite: Dangerous I don't see why it wouldn't work.

Why are using the SideloadVR store, when it's in the Play Store.. Or is this a different app..?
Install VRidge on your phone, Riftcat on your PC, and then you can use anything you can find on SteamVR (Bigscreen Beta, Virtual Desktop etc).
You just need to make sure that your PC meets the minimum requirements (if you don't have a supported GPU, but you do have a reasonably modern Intel CPU with an iGPU that supports Quick Sync, that's an option too, but then you still might have SteamVR issues).
In a nutshell this solution gives you a poor-man's Rift/Vive with rotational tracking only, where data is streamed to your phone either across USB or a wireless connection after being encoded as a video stream by your PC (in principle it's like Nvidia's Gamestream technology). But even in the best case scenario you'll end up with more latency and some degree of stuttering during head tracking.
I'm not aware of a workable Linux solution, unless you're a software engineer and could hack something together using OSVR and build your own VR media player or whatever.

Here is all of the information you will need, it will only work on windows 8/10 machines though.
"You will need to sign up for the Riftcat beta on their website and download riftcat as well as downloading Vridge on your phone and set those up. Here is There official How-To on getting those set up.
Once you've set those up, you need to open riftcat and vridge and get them synced together (how to sync them is in the Official How-to link). Your phone has to be connected to the same network as your computer as you will be using your computer to do all of the rendering and that will be sent to the phone.
Now just download AltspaceVR on your desktop, and launch it through the "Play Game from HDD" option. Just click the "Play Game from HDD" button and go to where you put the AltspaceVR executable and open it. Choose your avatar and then pop your phone into the GearVR and you should be in PC version of Altspace using the GearVR.
