Definitely. There should be more progress given to this app, etc. to ensure more stability, zero corrupted chunks and a simple UI for anyone to use. Making all the PE, JAVA and Console versions nearly identical will make this conversion easier.

The launcher doesn't work that way, it launches java programs and only java programs.
MS would need to write a second launcher shim that connects to your Mojang account, gets a W10 Edition store code, plug that code into the Store, trigger the download of W10 Edition, then start W10 Edition.
To write and test that would be one hell of an undertaking even for MS. I don't think they'd do it.

Yeah, and that's especially bad for trying to move over any redstone contraptions (redstone was implemented from 0.13-0.15), so I'd wait until MCEdit Unified is updated to support those blocks before converting any worlds. There's also WorldToPE, which is slightly more up-to-date, with 0.14 block support, but that costs money.

MCEdit 1.x kind of works with PE. It has some pretty annoying lighting bugs right now, though.
There's no official way right now, but using MCEdit is a possibility that kind of works. (But don't expect it to work converting all blocks until they add in support for the newer PE blocks like pistons, redstone dust, repeaters, etc.) There's also this app on Google Play called WorldtoPE, which works well but costs money. Both currently lack support for transferring items in inventories.

I just assume that the Java edition would slowly be phased out because once the C++ edition has been ported to Mac (it sort of already has with the Education Edition) and Linux, and once it has feature parity and a mod API (whether it be an official one or a community one like Forge or BlockLauncher), there's no real need for the Java edition, which many point out as being poorly coded, which is why it runs so slow in comparison to the C++ edition. But there's no official word on the future of the Java edition as of right now.

Well, this can convert Xbox 360 and PS3 worlds to the Java edition format, but it doesn't currently support PS4.

If it gets updated to support that edition, however, you could then use something like MCEdit Unified or WorldToPE to convert the world, though I'd wait until they add support for chest-content/item/entity transfer between the Java edition and MCPE. (They're also both currently out-of-date, only supporting up to MCPE/Win10 0.14.x)

Hopefully once MCPE has caught up to the Console/Java Editions, the demand for fully-featured world-conversion tools will be higher and the aforementioned tools will be updated to support MCPE better.
You can play java maps on pe. You just need to convert the map with this app.
