Blur could be found at layers > effects. You can make the blur follow your face using the animation key but it is hard to explain on how to use it sorry.

I don't know if it's 100% what you're looking for but I have these clogging shoes and the insole is removeable so you may be able to replace it with your orthotic-I made my own insole to accommodate my unnaturally large big toe. Dance Class has also made full-sole clogging shoes in the past, but I don't know if they currently do.

Clogging shoes do not have taps, they do make slightly more noise than a usual shoe would but they will allow you to spin-the soles are smooth. If you're willing to spend more and don't mind the Oxford style, you could look at sean-nos leather-soled shoes too. They tend to be stiff or full soled.

God, I love that sequence. I am not educated in the arts, but that is just about the most beautiful thing I've laid eyes on. The DVD is worth every penny, too.
