For all those recommending tire damage, let me introduce you to my little friend, the 4-way Valve Stem Tool. You can get one in any place they sell vehicle accessories etc for a few dollars. There are different styles but the one I linked to is the easiest to keep in a pocket (mine hides amongst my keys).

Take the cap off, use the notched end to unscrew the valve about 1 turn, and replace the cap. Until they figure it out, every tire put on that rim will seem to have a slow leak.

It really depends, there are some that do use water. I remember when my mom had bought one that we had to put ice and water in every hour or so just to have a small area to be cool in the house -- I hated it and found it to be an over priced piece of trash because it barely did anything and with the summer heat just melting the ice quickly, it barely did anything. I'm not a scientist either, but I do know that there are air conditioners that use water. The one that we have in our wall currently does too -- but something is wrong with it because for some reason it after a while of being used it smells like sewage. We seriously need to get it fixed.

EDIT: Also, next time you bring personal items to work, make sure to get it labeled with an engraver. Hard to scratch that off and if they tried to cover it with something, it fairly easy to peel off. What I would is go buy some play money that looks real. Then go back to the store and if the guy is there, toss the money out the window as you drive off, then stop and watch him rush to pickup the fake cash. To answer some of the comments, there is a lead that most (if not all) shelters use that is called a slip lead. It is used to teach a rescue to walk without pulling.
