You looking for an analog? Or a digital? Honestly, I think a nice cheap G Shock is the most utilitarian for a frugal wrist. You can set it to 24-hr time easily and it won't get wonky with seconds (if lives depend on it) something like this. That said, if you're looking for analog, Vostok makes some affordable GMTs. Vostok is a Russian watch company with an interesting history. If the crown wiggles on you, it's not a flaw but a feature to prevent stem damage. Read up on Vostok and see if it's something you might be interested in.
Gimme this one for 220. Doesn't have that hideous bezel. To each his own though, I'm sure someone would love this.
