Usually due to incompatibility with your device if you hadn't played it before. You need a device with Android 5.1 or higher and at least a Snapdragon 425 SoC afaik.
You can visit the Google Play Stores' website and see what it'll tell you. Unlike Play Store App it should still tell you if your device is or isn't compatible with the App.
It's probably your Android version, the hardware is fine. Do you still run on 7.0 (Nougat) or did you upgrade to 8.1 (Oreo) already?
You can simply use DevCheck from Google Play Store to your device.
It's possible that you didn't got the update via OTA for this or another reasons, but there are ways to install the update manually.
Here's a direct link to the page on the Google Play Store, it'll also tell you if your device is unsupported or if the game isn't available in your region. https://play.google.com/store/apps/details?id=com.bandainamcoent.saoifww

or SoC with Apple A8 and up.
for android get SoC with at least Adreno 540 GPU, the cheapest one i saw with this SoC GPU is Xiaomi Mi 6
should be around 300-340 USD equivalent price.
next is OnePlus 5, 6GB ram 64gb Variant.
Is it showing up as incompatible on the play store? If so you can download Qoo App and install from there.
Yes, it falls below the recommended specs for game (my PC failed to run it even with only my GPU and RAM being under). It has a pretty high demand compared to other games.
You can check recommended specs for the game on all platforms here.
Vpn: search google: “how to change playstore with vpn android”
I use Nox, how to use Proxy for Nox, then you need to google “proxy list country”, then copy the ip and port.
The first steps are different, after done with vpn/proxy.
Go Setting> app> PlayStore> Force stop & clear data.
After reopening should be the said country PlayStore.

Assume your right about the China one stays China but fully agree IF is now in the milking stage, whether they shut down or not depends how profitable IF stays.
Alternative solution: Download TouchVPN then go to Settings -> Apps -> Google Play Store -> Clear Data and then launch TouchVPN, change your country to United States and then access Google Play Store, it should direct you to the american version where you can download Sword Art Online: Integral Factor.
