Hopefully that works. Otherwise the miniconda version is great as it will install python and all the dependencies (Localattention3 or regular transformers, pytorch, cuda, etc.) with one click. It will be installed in a KoboldAI subfolder and won't interfere with your system python install.
You shouldn't rename that, the 110 signifies that torch is looking for CUDA 11. If you have 10.2 installed, you need to uninstall torch and reinstall it using the CUDA 10.2 selection from PyTorch here.
