Understand completely the lack of time with young kids. At least get DuoLingo on his phone so his bathroom breaks are productive!
With a recent newborn it sounds like passive learning (tv, radio, etc) is the only feasible option for daily learning. If he can handle it, speak to him only in German. If his employer offers language courses, absolutely take advantage of that because it should be during working hours (e.g not parenting hours!).
With all painful things in life (learning German included), people only really do things when they're truly needed. Little steps outside one's comfort zone need to be taken for change to occur. But it sounds like you have time until his permit needs renewal so just plan accordingly and hold him accountable daily for some German progress.
The 'no zero days' approach is a good mindset to have when learning a language: https://flow-e.com/blog/no-zero-days/

Was laesterst Du ueber meine Produkte? Nichts geht ueber meinen Orpanit® Orgonit 100 kg Cloudbuster ?Wolkenbrecher XXXL?

Yeah, probably one of the cloud infrastructure providers like DigitalOcean or something similar.
NOTE: I don't plan to use my VPN for piracy, so I am not worried about illegal traffic going through the server or anything of that sort.
I do stream anime and sometimes soccer while connected to Mullvad, but I don't use any p2p services; so, I don't download any pirated content using bittorrent, for example.
My country (Jordan) is much more lenient when it comes to piracy, so when I am in Jordan, I can even pirate stuff using bittorrent without connecting to a VPN, but I am currently an exchange student in Germany and I don't want to risk pirating anything using bittorrent or any p2p file sharing protocols, since I heard that the fines here are very heavy. So, I won't risk it, even while connected to a VPN.
Crunchyroll is by far the biggest legal streaming service which I can fully recomment. You can choose between Sub and Dub. I also tried Funimation (with US VPN) and wakanim. It is not exactly legal to use these streaming websites you are talking about. I don`t think this is the right spot for piracy suggestions, but when you want to be anonymous in the world wide web you should use a VPN. For example NordVPN is good and cheap.
Well, iirc, protonvpn has dedicated servers that allow you to stream netflix because they have a deal with netflix or something. I read this in 2018, so I don't know if this is still the case. I don't use ProtonVPN's premium servers, though, so I can't guarantee whether this is true or not. This might be an option if your only goal is to stream Netflix. You have to google a bit about it, though.
But for self-hosting, I am not sure which server space providers Netflix hasn't blocked already. I have to research this more.
One of their servers was apparently compromised and they hid this information for two years.
I don't trust them at all.
If OP wants an option with a few free (but slow) servers, then I would say they should give ProtonVPN (indirectly connected to Protonmail) a try; they have free servers and premium servers.
I personally use Mullvad and I plan to self host my own VPN server someday when I have more time.
