Another option for flying units would be to consult the WH40k rules for inspiration. I believe they have dedicated rules for both flyers and skimmers - where flyers move very quickly and pass over the battlefield while skimmers stick around in the general area.
Those rules obviously won't port directly over, but they would probably make a good source to research when thinking about integrating additional rules for this concept.

If you want nothing more than maximized cost-to-frame and don't mind that everything is blue and either a multiped or chickenwalker, then you can't beat the Umbaran MHC polybag.
