It is a tufting gun. I purchased a kit similar to the one linked below. In addition to that kit you’ll need a wooden frame, carpet glue and lots more yarn. I’m still fairly new to tufting but I was able to get my frame set up and learn to tuft from watching other tufters videos.
Theres a listing on Amazon for a He-man that showed a $32.99 price point and was listed internationally as "MOTU Masterverse Deluxe Spring 2023 Figure". Could be related. I don't think these are anniversary figures, since the 40th He-man is already listed elsewhere. Although who knows.

The “power suit” was referenced multiple times in the initial mini comics - which, incidentally are collected in a single volume you can buy on Amazon. I downloaded the kindle version recently for $10. Well worth it for nostalgia’s sake and the artwork in the first run of comics is top notch.

Anyway, the lore in the initial comics was all over the place and didn’t align with the Filmation cartoon, nearly at all.
For example He-Man was just a “savage” from some jungle tribe who runs into the sorceress, who is basically just Teela, but painted green. But then, inexplicably he runs into the actual Teela who looks normal who is an entirely separate person. Skeletor is supposed to be from another dimension and is a member of a separate race of blue skinned, skull-faced people. Another odd example is Stratos is initially depicted as a villain. The collected edition includes footnotes that explain and point out some of these oddities. A lot of fun to read.
Regarding the “power suit” it’s basically just the harness that he wears around his chest all the time. In the first few comic it has forcefield qualities and gives He-Man super strength. It’s given to him by the “green” sorceress Teela in the first comic, along with some other weapons including his battle axe.
Honestly between the toys, comics, and cartoon, there were a lot of inconsistencies. I guess that’s what happens when the toys are created before the backstory. I think the lore and backstory was cobbled together quickly and somewhat carelessly in order to get the actual product on store shelves as fast as possible.
