Yes, but none of them were specific to my location (i.e. they were general outages for multiple customers. Most outages were for 1-2 hours. This calendar year (since Jan), there were 3 outages (Jan, March, May). And the last one before that was Nov.

Upload speeds are generally fantastic. I just ran a speedtest now (https://www.speedtest.net/result/9845397055). Note that this was run over WIFI (not wired) and I'm on the 100/100 plan (not Gigabit).
I don't know about actual blade sharpeners, which technically is a specialized skill that good knives need every so often (at least according to Alton Brown), but if you're serious about your knives, especially cooking types, then this sharpener is the absolute bomb (as, erm, maybe some of the kids still say? I don't know.). It's pricey and there are a few different models, but I've had mine for over a decade and love the damn thing. It makes cheap knives act like Ginsu blades (or, at least, what those stupid commercials from my youth claimed they acted like)

The baking powder is like magic. It has something to do with changing the pH of the skin, both drying it out so it gets crispy faster and increasing the reaction that causes browning. They are honestly better than deep fried wings IMO.
The baking powder we use is called Rumford and we found it at Walmart. Supposedly other brands like Calumet (made by Kraft) contain sodium aluminum sulfate as a leavening agent, which isn't obvious when used in baked goods, but can leave a metallic taste when used to season meat. That's the word online at least, the aluminum free stuff was about the same price and the baking powder I had on hand was like 5 years past the use by date so i replaced it.
