Unfortunately most exchanges which nav is currently on require verification except cryptopia if I remember correctly (but really low volumes)

It is absolutely safe! Yes, there is a paper wallet. The NAVCore wallet (for your computer and staking) and NAVPay wallet (for your mobile) are both really great, easy to use wallets. If you want to stake, then hold your coins on the NAVCore wallet on your computer. You can even buy a NAVPi from the navcoin.org website so you can be staking 24/7 without having to have your computer on (you can also build your own if you want to put in the effort).

I found a solution, my navcoin is being confirmed in bittrex right now
in the coinomi wallet click to get your private keys where it says the mandatory upgrade message. You can also visit the page here: Recovery process , Next put in your passphrase, scroll all the way to the bottom of the page and there will be a list of all your private keys.
Download the Navcoin Core wallet 4.1.1
Open Navcoin core wallet
Click file > Import private key. Do this for all of the private keys in that list
Go to Settings > Options > Network Check Map port using UPnP
Next Go to the Wallet tab check Enable coin control features
Close Navcoin Core
create a navcoin.conf file yourself or before closing navcoin Turn off staking > restart > turn staking back on
this creates a navcoin.conf file under Users/user/Appdata/Roaming/Navcoin4
Go here and download nodes , click the version of Navcoin Core that you have. copy and paste all the addnode= lines into your conf file.
Whitelist Navcoin Core in your windows firewall and router firewall if you have to
Open Navcoin Core Wallet, Let it download all block info and your amount should be displayed once its finished. you can now send your funds!

If it gets too many transactions the server will not accept them or they will have to wait. If a transaction cannot be made due to an error it gets returned automatically. The bigger the NavPool compared to the max amount the more transactions you can process at the same time.
I would like the servers to be as cheap as possible. I am thinking about putting all my servers at 0.1%. The more the better. We will have to wait for Navtech 2.0 but in the mean time I want cheap and a decentralized system.

when you recover files usig software such as photorec recovery http://www.cgsecurity.org/wiki/PhotoRec the concept of folders does not exists since there is no partition table. you removed the partition table by doing a format. now there are only bits. chaoes if you will. the software would try to shed some light into that chaoes by proposing to group those bits it encounters into files. by using various kinds of heuristics based on file types it 'knows'. it wouldn't know the file name since the name was stored in a partition table. the extension would be guessed by the content. that's why the software would scan for all the files. and then once it recovers all it could; you would fire up winrar to search for a string inside of those files which is common for a file containing a private key it can be part of a comment inside of the file unqiue to the format anything. and you're welcome.
I just wandered into a local shop and got the official Raspberry Pi 3 kit with SD included: https://www.amazon.com/Raspberry-Pi-Official-Desktop-Starter/dp/B01CI58722/. If all you want to do is use it for staking, after it is set up all you need to have plugged in is a power supply (and network cable if you have no wireless). The SD was 16GB and I wouldnt go smaller than that. The kits that are being sold with heatsink - you shouldn't need that - staking doesn't require much CPU. If you want to use the Pi for other things at the same time then maybe. Also, You can easily install XRDP with a single command if you want to have a remote desktop capability, but the NAV wallet is just a web interface and it has a menu option to restart the machine if required.
