If we're talking averages, winter in Toronto is, on average, warmer than in PEI.

The data your caller ID is getting is probably spoofed. If you report it to the police they probably won't do anything, and on the incredibly slim chance that they actually do, they'll be harassing an innocent person whose phone number was faked by a scammer. Probably not worth your time.
I installed an app called Should I Answer? (Android, not sure if there's an iOS version) which screens incoming calls against a cloud database and can block calls from numbers that have been reported by other users, as well as known hostile numbers (collection agencies, mostly), hidden/blocked/"private" numbers, or at the extreme end it can block anything not on your personal whitelist. It has an option that it will answer the call and then immediately hang up, so the call doesn't go to voicemail, and some systems will see that as a "broken" number and won't call again. Highly recommended.

See if you can get this from Amazon in Canada. You would have to re-spray after it rains, but it may move them along to someone else's yard.
Inspect the yard and your building very carefully. Raccoons only hang around for food and shelter. If there is no food source visible, check the house, roof, etc. for intrusions. They start nesting when weather gets colder and will tear a hole into an attic to den up for the winter.

Yeah you are late in the season now. Maybe a feed store, but I know there was a run on these earlier last month in Canada. I struggled to get 40 a month ago.
The ones from Amazon will suffice if your doing it as a hobby/personal supply, but they ARE OVERPRICED!
This should be $1.5 max, not $4 per, however out of a quick search these are probably your best bet for quality.

TOR would be painfully slow if not impossible. A VPN would be faster but make sure the server is not in a country that is hostile towards people who torrent movies. NordVPN is based in Panama for just that reason.
Stick to the brand names and you'll be fine. My last few sets were Goodyear Nordics - which are fairly inexpensive and they work great.
You can check out tirerack.com to compare tires. I tend to stick away from tires that have a specific left and right side tread. Other than that, check how many miles they are rated for and the user reviews.
Get a tread depth reader for a few bucks and take the time to check each tire for even wear across the tire. The Goodyear Nordics are 13/32" brand new. It's a good way to gauge the % of life left. For inspection purposes, the tires much be 2/32" minimum, which is way too little for winter.
Do they have a lawn/garden? Edging out flower beds is super easy and give things a very nice professional finish. I picked one up for my mom a few years ago and after a quick 30 second demonstration she was able to use it with ease.
As far as a bird guide goes, I recommend the Sibley's Birds of North America mobile app. The advantage of it over a paper book is that it also contains bird songs. There are free apps, but they aren't nearly as good.
