If you are wanting to take closer pictures (or give your eyes a break from using a loupe) I've been using a digital microscope with great success. Conveniently, they allow you to take pictures from the microscope if you add a microSD card. It also works as a 'webcam' so you may connect to your computer via USB and take pictures from there.

my favorite one is fuyu syogun. i love it, as for my pen it's a medium pilot celemo "the cheapest gold nib." it's like 40$ when it's on sale and available to get.

For Yama-budo, anywhere from $20-25 is a typical price on Amazon.com; earlier in the fall it was under $20 for several weeks (CamelCamelCamel). Occasionally it's cheaper from a third-party seller who ships directly from Japan, but the savings are usually on the order of $2-3 with a wait time of two weeks (as opposed to two days).
They're not in stock currently, but the "Newestor" traveller's notebook inserts are FP friendly and work well with sheening inks.
Can confirm. I have this paper and just did some quick writing samples with what I had nearby. It'll feather a little bit with some inks in broader nibs, but it works remarkably well for the price.

The classic Parker Vector An absolute workhorse of a pen, which will take a standard Parker cartridge converter so you can start using bottled ink. In English they're about a tenner, so probably around the peak of your price range in USD. On Balance, not the best bang for your buck on my list, but the best value cheap Parker there is.
The Oxford Helix Fountain pen An absolute beast of a pen, and quite possibly the single finest stationery purchase I have ever made. The body is metal, nicely weighted, robust, and the ink flows well. Downside is that it scratches, but I'm an archaeologist, so unless you make a habit of rolling around in sharp sand you should be fine. Sells for between £4 and £8 in the UK, so about $12? ish? Arguably far superior to the Vector, and cheaper too.
These may not be directly available in the US, but if shipping is cheap then Amazon should have you sorted.

I’ve got one more Chinese pen suggestion. The Picasso 916 Malaga. It comes in four finishes (only three listed in the amazon link below).
All four versions are solid metal pens (caps and barrels) with a matte black finish and black nibs. The only difference is in the accents. One has red accents where the pen/cap meet, one has solid matte black accents, and one has shiny, dark gunmetal accents. That third one is the one I got. It came with a medium nib that IS SO SMOOTH! Right out of the box. Just did a quick flush with soapy water before I inked it up for the first time, and it writes like a dream.
The fourth finish is harder to find. I’ve only seen a couple of examples on Ali Express. It’s got a rainbow nib and shiny rainbow colored accents.
If you’re looking for a pen with a narrow section, I think this might work for you. I just checked, and it’s about half an inch shorter than a Lamy Al-Star, with both unposted.
Also, being a metal pen, it’s got a little bit of weight to it (which you might prefer over a lighter plastic resin pen), but it’s lighter than the brass Delike Alpha knockoff I have. (How funny is that? That I’ve got a knockoff of a pen that is, itself, a knockoff? Lol).

I think it's because you can often buy paper on sale.
For not terrible paper on a budget, I've heard that people use HP Premium32 or similar laser jet paper, which might be cheaper in a retail store during a sale than anywhere else.
For nice paper on a budget, you can download the Michael's mobile app. Wait until a nice discount shows up (40% or 50%) and you can pick up a No°16 dot grid pad containing 80 pages for $3 plus tax. Way cheaper than you'd get it most anywhere else.
For splurges, JetPens is based in San Jose, so you should get super fast shipping to Berkeley. You can add Tomoe River to an order to push yourself over the free shipping threshold, and get something nice for sheening inks.
If you have a strong sense of self-control, look up calligraphy shops or pen shops in San Francisco, and ask the staff there for advice, too.
You may be looking at the normal Loom. The gunmetal is a special finish and has a regulated price of $55.00 without a converter or shipping costs. Mine includes a converter for $45+shipping. Essentially giving a 25% discount for a brand new pen, used only a few times.

Gotcha. I have oxblood, and I can confirm that it does not do well on bad paper. Check that amazon link above for the ef nib, as well as this one for a converter (if you live in the US that is)
I personally don't use and ef nib with noodler's or iroshizuku ink. Try writing with those on some crappy paper and see how if you like how it comes out. I usually use a fine, sometimes a medium. I have a couple Lamy ef nibs, and I don't like them. They are very scratch and just not nice to write with. I would rather use a fine and have a small trade-off with possibly some feathering or bleeding.
Not sure where you live, but amazon has some ef nibs for sale.

I don't know if you've got your heart set on the rOtring design, but my experience has been with small leads you'll have a better experience using a pencil which rotates the lead as you write. The graphite seems to break less often in these pencils. This is the one I have, it's great:

It's $11.75, so just under $24 for 8 of them and they are decent pens. I got these early on and gave most of them away. They all wrote nicely but were wet mediums I think. I preferred a fine when I started for writing on crappy paper. With pretty inks, these are great though. They also are heavier and so seem like nicer pens vs cheap looking plastic ones.
If you decide you have 2-3 weeks to wait for shipping I also recommend the Lamy Safari knockoff, I believe it's a jinhao 599 in fine. I got a 12 pack of those for $25 or so on eBay to give away and they all wrote great. Good for cheap paper which is what new people often are using.

Dries really fast but still flows nice - and that's coming from someone who prefers fountain pens. It can take any refill that size (I know the Uniball signo refill fits - I think the G2 does as well but don't have one handy to double check). The brass front section has a pleasant weight to it, so combined with that refill, it makes for a nice writing experience.
